Report: Israel says Dr. Hussam Abu Safiya is an “unlawful combatant" - "an arbitrary, dangerous, illegal, & vengeful measure."
The decision "reflects the failure of the Israeli public prosecution to substantiate the allegations" against him.
Such "tactics against civilians, especially doctors, often lead to torture, ill-treatment, & even death, as seen in previous cases."
