The way I would do this if I were a CIA agent, is I'd stalk the Core devs, I'd discover where they hang out, what they do, where they get news, et c., and I'd find sneaky ways of influencing the material they see, playing to their specific type. To their philosophy about life or to what they care about. I'd try to craft something that made them feel they needed to do something with Bitcoin. I'd hammer it in until I observed they were committed to the idea. Maybe it's defeatism about centralization. Maybe it's some kind of immediate felt need to help a group of people and a promise, through propaganda targeted to THEIR devices, or otherwise delivered to them, perhaps in person during meetings for government policy discussions, that they can help alleviate this concern if they just do this one thing.
It's more likely that the Core devs have just psyop'd themselves, believing a lot of fallacious bs, being not as immune as some of us to general propaganda and being less inclined to understanding economics. But that kind of person can also be influenced directly or indirectly by government operations.
