There ought to be Node software that's so customizably light-weight that a node could be configured to verify individual transactions from the network only as they become relevant to that node's use. i.e. JPEGs/inscriptions not sent to an address that node cares about could effectively be filtered akin to how all witness data is effectively filtered from nodes that have not chosen to support SegWit.
Granted, such nodes wouldn't offer much benefit to the network as a whole; but this seems like the least bad option for node runners who don't care about processing nor storing a bunch of arbitrary data.
