For mastodon, federation brings in more posts. As users on an instance follow users on other instances, more of the fediverse is visible. Discovering content/accounts can be done by following hashtags or checking out the local and federated timelines on your instance.
It's more difficult with peertube because there's more instances that don't actually federate so the search tools are mostly useless at the moment.
