I don't think there is a need for it. You can send NOTIFY anytime you want. You can hold back if users are complaining or be as aggressive as you want. It's really up to you.
If you reuse the same invoice and the message is the same, Amethyst will only show it once. Otherwise it will show everytime you send it.
Also, keep in mind that folks here are complaining mostly because they used the default relay set from an old amethyst. They never agreed to pay in the first place. The popup does a lot better when the user has chosen to use your product by themselves.
