I remember reading this book a decade ago.
When Pol Pot took over Cambodia he deliberately dismantled Cambodia’s existing bureaucratic order. The regime forcibly removed urban federal bureaucrats from their administrative roles and send them to the countryside to work as peasants.
It didn't work though, caused a lot of famine. There was a few good anecdotes, like a doctor who got worked to death plowing fields, and they found out he was the only surgeon in the country
