So back to the original question... why did it not happen in the Roman Empire?
The Roman Republic had decent property rights... but the end of the Republic put a stop to that. Anybody wealthy enough to be a threat got annihilated in the various purges of Caesar, Mark Anthony, Augustus... and then the precedent was established for emperors to plunder rich rivals... or for the richest romans to bribe their way to the throne.
As for Free Speech... religious persecution was still a big thing for the romans. So innovation was happening... but ideas were not spreading.
