in fact, i'm thinking that maybe "action without action" is not quite the full meaning of Wei Wu Wei
it just occurred to me that it could actually mean "action without reaction"
reaction is here meaning "unintended consequences" and achieving this result requires a deep grasp of the way to respond to the results in a way that avoids unintended consequences
when you do actions that don't cause reactions, you can cause change because nothing you do changes the result of what you do next
there's something in this, i'm probably gonna rabbithole over it tonight
