Every bureaucracy strives to capture a vital function, and then hold it hostage. For example, FAA is holding the air traffic control. And when budget cuts are threatened, they hurt the hostage. This is why, although controllers only constitute a tiny sliver of the payroll, they are first to get cut.
NOAA has a reputation of a more wholesome agency, but actually they are no better. That is why meteorologists are getting cut: they are pawns sacrificed to protect their masters from DOGE. And those who fall for that ploy are just "useful idiots", to borrow from Lenin.
