He said he will send them back to the country they came from. So yes he mean that it's the illegals that being paid to go to this protests.
He also said the American students who are at these protests will be expelled depending on which crime they commit at the protests. Since many of them are breaking and bruning down things that's a crime.
The universe also allowing these type of things on the campus and they are receiving government money. If the universities don't clean up their act they will stop getting money.
