Hmm, I don't think so. I do believe that art is expression, but there isn't necessarily any creativity involved. For example, you can express something that you observed directly, or that someone else communicated to you. I don't think creativity is required for the actual expression itself. A ton of art is incredibly formulaic, especially the better someone understands the medium the more diverse and interesting they can make their art without having to exercise any personal creativity.
I also don't think eliciting an emotional response is the goal of art. Like, yeah, if you do a good job of communicating "wow, this thing here really sucks" then you can make your audience feel sad, or if you do a really good job of communicating an interesting idea then your audience might be surprised or impressed. But fundamentally I believe that it's about communication.
