They can. They can just make it illegal to own. They can also convice at gunpoint every other country to do the same. They can put a property tax of 50% yearly on your Bitcoin. They can do many things to devalue it. In fact, I expect them to do so at some point.
Tracking these days is farily straight-forward. Coinbase already knows who is who and since most coins are there, the anonymity is already quite small. Anything outside of a coinjoin is fully traceable. They just need time to rebuild the entire graph with people's names on it. Since the chain will last forever, it's only a matter of time until every transaction is identifiable.
