You can consider it a duty, though its only really a duty in states with compulsory voting, such as Australia.
Nevertheless, states where you can vote is broadly preferable to those where you can not.
(The USA fx. Sucks in a number of ways but people in America tend to stay, as opposed to flocking to Cuba, China, North Korea or Somalia. One notable exception is Vietnam which despite being a nominally communist one-party state has a significal western population living there and is quite friendly to westerners).
