"We can't work out a ceasefire because too many people on the other side still want to kill us!"
This excuse is always available, but there are always many more who want peace. They just don't have the power. And the people with power have other interests that make them not want to work out a sustainable compromise. Also enough people external to the conflict willing and able to help can always be found, if it weren't for those willing and able to impede that effort.
