Yes, one can read it that way, but it may also actually be a real response to Trump looking to cut Europe loose on security.... if so, the ramping up of regional arms manufacturing is a potential response - making some form of military Keynsiaism that recycles the money into European economies a possibility - you may be right, but I don't think its inevitable
