Op return war 2 seems like it's downstream of the mining centralisation issue, or at least facilitated by it.
Am I correct in thinking that we will also need miners to switch to knots to limit spam getting into blocks? Even if knots nodes became the majority and weren't relaying spam around the network, miners would still be writing it into blocks if their mempool configuration accepted these transactions?
My question is how do we do more (than ocean has already done) to turn hashers into miners again?
