During a strategic visit to Abuja, Lieutenant-General Andrei Averianov, special envoy to President Vladimir Putin, announced:

Strategic expertise sharing.
Russia now considers Nigeria as a central ally in West Africa and wishes to deploy its new anti-terrorist strategies, developed in its recent theatres of operations.
