The problems with using a (possibly anthrax-laced) grenade to kill Reichprotector Heydrich were:
(a) He was not lawfully a target, being a civilian administrator at that time.
(b) It fed the narrative of Grossdeutchland being under attack, and legitimated the use of deadly force against civilians.
IDGAF though, because:
(a) Heydrich was unusually competent at his job (selling oppression to Czechs); and
(b) his unpleasant death impaired the efficiency of his colleagues by forcing them to expend more time on personal security and less on gaslighting their victims.
