The operation is "putting together". That is the action. Because the action includes multiple actions of the same type, it is multiplication.
Arguably Howard has a point that 1 x 1 then is not multiple actions of the same type and so in that respect it is a bit anomalous as a multiplication problem goes, but that's the very nature of the multiplicative identity.
