This will age poorly.
Regarding paid relays: Most aren't going to pay multiple relays over and over again to keep the network decentralized. Paid relays are antithetical to decentralization.
Regarding relays run by businesses: They will optimize for the business use case, not for altruistic decentralization.
Regarding caching layers: that sounds similar to what SMTP has suffered from. You're either on a paid whitelist (cached), or the rest of the network doesn't care about you because you're likely spam.
