None of what’s being discussed would increase block size. That limit is set.
More OP_RETURN cannot increase block size beyond the limit. If people use more OP_RETURNs, this would *reduce* the UTXO set size, not increase it (compared to non-OP_RETURN outputs).
The technical reality is that more OP_RETURN means less burden on nodes… IF you assume that Bitcoin succeeds (full blocks).
Arguments against OP_RETURN assume sparse/empty blocks. That is, that Bitcoin has failed.
If you believe in Bitcoin’s success, then it follows that more OP_RETURN is better. Same bytes transmitted, fewer stored.
