Yes, OP_RETURN is good and does reduce harm: this is not contested. Yes, people spamming the chain is disappointing. But when arguing to keep the limit, you need evidence that *the limit* reduces harm, which is unproven. When the pool is quiet, anyone can send a large number of low fee transactions, or SegWit data, or fake outputs - these are not better a larger OP_RETURN
So:
- "the fee market prices block space once blocks are full" : Yes
- "the 80-byte cap stops low-fee hours from turning every block into a bargain-rate data dump and quietly lifting the entry cost for future node operators" : No. There is no evidence this is true
