It has been revealed that the issue lies with the WOS wallet. After testing with other fully managed custodial Lightning wallets, the transactions went through just fine.
The WOS wallet is really garbage. Given that it's a custodial wallet, what's the point of its existence if it's this inconvenient? WOS will be permanently banned from the list of recommended custodial wallets for newbies.
