Most people do want to make changes, but most changes are not affordable or achievable. With anti-green propoganda ("heat pumps don't work"), funding schemes that don't work, greenwashing, all-or-nothing attitudes ("go vegan"), etc, it feels impossible.
When supported to try changes that feel possible and relevant, people do often make them, and encourage others, too.
