当代中国为何出不了军阀？
本期节目不谈经济也不讲时政，我要讲述一个非常有趣的问题，当代中国为什么不可能再出军阀？我先直接给出结论:军阀是中央政权与地方豪强势力处于微妙平衡状态的产物，是一种特殊的存在。而今时今日的中国，中央政权一家独大，把控了所有关键性的权力和资源。至于地方豪强势力早已经被彻底消灭，并且也没有了可以滋养它逐步壮大的文化和政治方面的土壤。
而要理解这一点，我们必须将眼光投向清代中期的1796年。
此时嘉庆皇帝刚刚即位不久，乾隆皇帝还在垂帘听政，白莲教就在川楚大地发起了一场规模浩大的起义运动，史称川楚教乱。
本频道的资深观众，对白莲教应该已经很熟悉了。本频道在造反者们系列的第三部详细讲述过白莲教徒为了守护天地平衡，维护中华正统，在上千年的历史里连续发动大规模起义，让中国古代的暴君群体战战兢兢、寝食难安的故事。到了满清中期，乾隆皇帝劳民伤财，好大喜功，整个国家再次走到了财政破产的边缘，白莲教因此趁势而起，在湖北地区发动起义，并迅速扩张到四川、陕西和河南地区，将这些地区的满人全都杀得干干干净净。
满清朝廷的八旗军此时已经开启了腐朽模式，战斗力因此锐减。这支清军花了两年时间才将起义军压缩到四川地区，结果起义军依托四川的山区地形，以及当地老百姓的广泛支持，反过来将清军分割包围，最后将清军主力一举消灭。嘉庆皇帝对此焦头烂额，到了1799年，垂帘听政的乾隆皇帝终于驾崩，下了十八层地狱。
嘉庆在内部迅速完成了对乾隆朝政治势力的清洗，主要就是处死了和珅。对于彻底失控的川楚教乱，嘉庆被迫发布罪己诏，承认了自乾隆以来奢侈无度滥用国力的错误，承诺大规模削减川楚地区的赋税，同时加紧承诺取消满清贵族的特权，满人与汉人从此一律平等，实现满汉同权。
最关键的是第三条措施，嘉庆允许川楚地区的地方士绅建立民团部队，也就是允许地方士绅自行练兵，以对抗白莲教的起义部队。注意这也是满清历史上第一次允许地方豪强练兵。此后，在地方豪强的民团，部队和满清朝廷的八旗军的联合镇压之下，到1804年持续了整整8年的川楚教乱才最终得以平息。
不过从此之后，满清的政治规则里又多了一条:一旦发生民乱，地方士绅就有权自行组建民团部队。更重要的是在平乱过程中，这些部队也不需要并入八旗军的指挥序列，而是依然听从地方士绅的指挥。
事实上这就是满清朝廷无力平乱，
因此被迫将军事指挥权下放到地方豪强手中。
注意军事指挥权下沉到地方是军阀出现的第一要素。
接下来满清中央朝廷面对各种内忧外患，可以说是焦头烂额，中央政府的权威因此一天天的削弱下去。1840年第一次鸦片战争爆发，满清八旗军被英国人的炮舰打得毫无还手之力。1851年怨气冲天的广西客家山民发起了暴乱，一路烧杀抢掠，逢城必屠，从广西杀到湖南，然后顺着长江向东占领南京，建立太平天国。随后这帮来自广西的杀人狂在整个东南大地展开了惨烈的人种灭绝运动，杀了至少7,000万人。这也是人类历史上死亡人数最多的内乱没有之一。
1855年捻军在中原地区发起暴乱，
配合太平天国的杀人狂，在整个中原地区展开了流窜杀人。捻军的战斗力不强，打不进大城市，于是就在中原大地的各村寨之间游荡杀人，逢村必屠，杀了数百万人。
1856年英法联军发起了第二次鸦片战争，满清朝廷的军事力量此时已经完全坍塌，根本无从抵抗。英法联军在南方实际控制了广州城，时间长达整整5年，在北方的攻势更加猛烈，英法联军一路如入无人之境，随后直接攻入了北京，然后火烧圆明园。
满清朝廷自此威望扫地，中央政权形同虚设。1862年陕甘地区的回民发动暴乱，见汉人就杀，整个陕西、甘肃、青海和新疆地区的汉人几乎被屠杀一空，死亡人数超过2,000万人。
经过这连续30年的暴乱，满清可以说是元气大伤。
1840年鸦片战争爆发前，全国人口约为4.2亿。到1873年陕甘回乱最终平定，满清终于从连续暴乱之中走出来的时候，全国的总人口已经下降到3亿出头，而在此过程中，满清政府手里的精锐部队已经死得干干净净，剩下的一点残兵败将，连维持京城的治安都十分勉强。全国的交通和信息传递渠道也是基本断绝。北京城经常一个多月见不到外省的督抚衙门派过来的信使。
在这样的情况下，满清朝廷只能无奈的做出了第二个决定:战乱地区的赋税全部留归各地督抚衙门自行使用。各地督抚衙门也有权自行招募乡勇，组建民团，并具有完全的军事指挥权，中央不加以干预。
注意，这就是军阀能够出现的第二个条件。
地方上拥有了独立的财权。在这样的背景下，曾国藩组建了湘军，他的学生李鸿章组建了淮军，他们将两湖和东南地区的赋税全部截留，用于招募和训练军队，对抗太平天国。
太平天国覆灭后，曾国藩自命满清的忠狗，不愿意挟兵自重，与满清朝廷发生冲突，于是自愿解散了湘军。此后曾国藩就被满清朝廷在各种官位上不停的调来调去，慈禧太后想尽了办法，将各种脏活累活都扔到这位老实人头上，曾国藩劳苦不堪，最终忧郁而死。
不过野心勃勃的李鸿章没有这种顾虑，太平天国覆灭后，李鸿章借口各地还有部分天国余孽没有肃清，中原地区的捻军也还在流窜作乱，因此坚决不肯解散淮军。被他所控制的长江流域的赋税以及上海地区的关税，也从不上缴给满清朝廷，一律被李鸿章截留，用于供养淮军。
在这样的背景下，淮军迅速就壮大起来。除了强大的步兵之外，曾国藩还组建北洋水师，控制了整个东部沿海地区的航运，有权向所有出海的商船收税。事实上在曾国藩解散湘军之后，李鸿章就成了当时满清朝廷的第一人。李大人身兼直隶总督和北洋大臣这两个关键职务，直接架空了当时的同治皇帝和慈禧太后。他的淮军强势接管了整个直隶地区的防务，包括紫禁城的守备事务都由李鸿章直接控制。也就是说，同治皇帝和慈禧太后时时刻刻都活在李鸿章的枪口之下，战战兢兢不可终日。李鸿章在天津的总督衙门，事实上就是当时中国真正的权力中枢，所有的关键人事任免和朝廷收支全都由李大人一言而决。
北京紫禁城里的少年皇帝和太后老佛爷，只不过是摆在台面上的泥菩萨罢了，压根就是自身难保，完全谈不上有什么权力。到这个时候就是典型的客强主弱的局面。
李鸿章的淮军实力已经发展到了极致，成为了当时中国唯一的军阀势力。作为权臣来说，李鸿章做到了前无古人后无来者的程度，他实际控制了全国几乎所有的能战之兵，控制了整个外贸和关税系统，控制了长江航运，控制了富庶的东南地区的赋税，控制了全国的行政和人事大权。做军阀做到了这样的程度，中央政权被彻底架空，这种事在中国历史上也就只有这一次罢了。
事实上只要李鸿章愿意的话，他可以轻轻松松的发起真正的政治变革。摆在他面前的选择有很多，比如最好的办法就是实施君主立宪，将满清皇帝的傀儡地位以宪法的名义确定下来，让中国正式走上宪政的道路，或者干脆一点，他也完全可以推翻满清政府自己称帝，亲自推行君主立宪的道路。
然而可悲之处在于李鸿章选择了什么都不做，他装模作样的搞了一点洋务运动，引进了几家纺织厂和军火厂，然后他在欧美走了一圈，见识了一下西方世界的繁华，全程几乎是一言不发，回国之后也不启动任何变革。他实际控制满清朝政长达20余年，他的身边也聚集起了无数的人才。袁世凯在淮军体系内部的激烈竞争中最终脱颖而出，成为了这支军阀势力的继承人。
在李鸿章死后，袁世凯将淮军体系提升为北洋军阀系，并借着南征北讨的机会，实际控制了东南地区、中原地区、西北地区和东北地区。可悲之处在于袁世凯并没有李鸿章这样的威望，他以称帝的方式推行君主立宪制，遭遇到了舆论的巨大攻击，更大的麻烦在于他的身体也不好，称帝之后仅仅一年，在57岁的年龄就因为肾衰竭而死，根本来不及将他设下的君主立宪制落到实处。
在他死后，北洋军阀就没有了能够镇住所有人的领袖，于是整个军阀势力迅速瓦解，演化为皖系军阀、直系军阀、西北军阀和奉系军阀。
从根子上说，中国之所以在民国时代开启军阀模式，起源就是李鸿章的不作为。作为空前绝后的第一军阀，他本来可以改变整个中国，他可以做出的选择很多，无论是进一步还是退一步，但凡他做出了选择，就能改变中国的历史进程，但是他选择了什么都不做，恰恰就是李鸿章这样的不作为，给了满清苟延残喘的机会，也塑造出了北洋军阀这样的历史性怪胎。
北洋军阀的最终分裂让中国进入了军阀时代。所以说到这里，我们已经可以对军阀的出现缘由做一个总结了。
首先需要中央政权被大幅削弱，这种削弱当然都有各种各样的原因:外寇入侵、民族和宗教冲突，大规模的民乱，这些内忧外患同时爆发，才造成了满清中央政权的削弱。太平天国和第二次鸦片战争中的英法联军合力摧毁了满清朝廷手里最后的兵力，从此之后满清朝廷手里就没有了机动兵力，只能依靠各地督抚自行募兵，维持地方上的稳定。
第二点，地方督抚官员必须具备独立的财权和兵权。李鸿章作为直隶总督兼北洋大臣，一手把控了全国的关税收入，同时截留了直隶地区和整个东南地区的赋税。其他地方督抚也是有样学样，向中央交税都是随便意思意思，绝大部分收入都接下来自己花。慈禧太后在紫禁城里穷得叮当响，吃饭都吃不上三个菜，慈禧带着小皇帝宝宝坐在一起
发穷寒，公母俩就着咸菜白粥痛哭流涕。同治皇帝和后面的宣统皇帝大概率都患有严重的营养不良症。所谓慈禧太后奢侈无度，挪用李鸿章麾下的北洋海军军费去修圆明园和办生日宴，那都是甲午海战失利之后，全国的文人和汉族官僚一起往穷困潦倒的慈禧身上泼脏水，把战争失利的责任往慈禧身上推罢了。
事实上明眼人都知道，此时的慈禧手上连一个兵都没有，身边的紫禁城守军也全都是李鸿章的心腹，随时都能把慈禧弄死，一丁点的难度都没有。就这样的情况，慈禧连说话都不敢大声，不然人家淮军的勇士们不耐烦起来，一巴掌能把慈禧的满嘴假牙全部扇飞。
第三，也是最关键的，在博弈之中脱颖而出的最大军阀，自愿维护中央政权的存续，放弃取而代之的机会，心甘情愿地迎来自身的最后分裂。在清末的地方督抚的竞争中，曾国藩和左宗棠都曾经拥有克制李鸿章的实力，不过他们先后都放弃了兵权，于是最后只剩下李鸿章一家独大，权倾天下，成长为中国历史上权力最大的臣子，没有之一。搞笑之处在于李鸿章这个人居然完全没有取而代之的心思。他在天津的总督衙门就是中国实际上的权力中枢，时间长达20年，就这样的情况。他也坚决不做任何政治体制上的变革，坚定的维护中央政权的存续。
于是在李鸿章死后，袁世凯的威望已经不足以让他再启动政治变革，北洋系很快就四分五裂，中国自此进入了军阀时代。
说到这里，我必须再次总结一下军阀出现的条件，第一，中央政权的剧烈衰弱，无法再控制地方势力的崛起。
第二，地方上获得完整的财权和兵权。
第三，在地方势力博弈中脱颖而出的最强势力，选择维护虚弱的中央政权，不愿意取而代之。
这三个条件缺一不可，其实这三条也很好理解，中央很强大的情况下，地方势力根本就没有作妖的机会，稍一露头就会被强大的中央军团灭杀。而在地方势力过于强大的时候，中央也抵抗不住，只能是退位让贤，改朝换代，唯有各方势力之间达成微妙的平衡，没有任何一家独大才能实现所谓的军阀割据。这种平衡态是一种历史性的巧合，根本就不可能重复出现。
更关键的因素在于当代红色中国早就把军阀出现的一切可能的因素全都消灭了，连一丁点的漏洞都没留下。
各位你们一定要对这件事建立清晰的认知，当代的红色政权从创立之初，从八一南昌暴动开始算，就算是一支地方割据势力，本质上就是军阀。此后红色政权在中国其他军阀势力的交界地带建立红色根据地，与各军阀之间反复争斗，最终抢下了天下。可以说红色贵族本身就是最了解军阀的人，这些知识在红色家族代代传承，到了今时今日，红色政权早就建立了一整套极其严密的体制，预防地方军阀的出现。
我再强调一次，当代红色中国已经不可能再出现军阀，红色政权的预防措施包括两项:
第一，彻底剥夺了地方上的军权。地方政府对各省军区没有管辖权，两边互不隶属，省军区理都不用理地方政府，并且做到这一步还不够，中央甚至剥夺了省军区的军事权力，将它变成一个彻底的训练和后期基地。省军区司令部没有军队的调动权，超过100人的部队调动就必须由中央军委下令。
在此期间最大的变数就是武警部队。1982年解放军将担负地方内卫和执勤任务的部队移交公安部，与公安部下属的消防边防等队伍整合起来，组建武装警察部队，这算是地方政府唯一掌握的一支军事力量。此后武警部队的力量迅速发展，到2018年，武警部队已经拥有了9大警种，总人数达到了66万，拥有了重型装备，并发展起了系统性的海陆空立体作战能力。
并且最麻烦的事情在于武警部队实际承担了真正的作战任务。在西南截杀武装毒贩，在西北镇压武装叛乱，在海上对抗武装走私犯，南征北战，功绩显赫，大部分武装警察的指挥官都出身于战斗的第一线，手上都沾过血。他们虽然没有大兵团作战的经验，但是对于小规模的接触战，对于复杂地形之下的多兵种联合作战，有着非常丰富的战斗经验。而相对而言，解放军系统自从1980年代对越作战之后就没有了实战机会，整个系统从上到下就没有开枪击杀任何活物的经验，没有经历过任何生死的淬炼。
因此曾经有过一段时间，武警部队稳稳地压在地方军区的头上，调武警进京清君侧，曾经也算是一种改朝换代的策略。
不过2018年1月，武警部队进行了全面改制，武警战力最强的内卫、海警和机动部队，总人数约30万人，直接划归中央军委，由中央直接管辖。这三大武警警种，也就是武警部队的陆海空三军，其实就是红色政权现在战力最强的三大部队，比五大战区之下的任何作战部队都强。此外，原本的武警消防、边防警卫部队以及武警森林水电和黄金部队，全部转为地方公务人员编制退出现役。
2018年1月武警改制之后，地方政府手上就彻底没有了成编制的军事力量。而地方上的驻军，无论是武警部队还是省军区部队，指挥权全都集中在中央军委。地方政府官员出入军营与军官结交，从此就是绝大的政治忌讳，分分钟就要被直接整死。当然了做到这一步依然还不够，还不足以彻底堵死地方军阀出现的可能性，还需要下一步剥夺地方上的独立财权，地方上的每一分钱收入都要处于中央的监控之下，绝对不允许地方上有机会建立小金库。
于是2018年3月，国地税启动改制，国税局合并地税局成立统一的税务局，原本国税和地税各自独立征收的税种，全都由合并后的税务局统一征收，并向国务院统一汇报。征收完成之后，国务院再根据分税制划定的比例，将属于地方政府的税收收入划给各地政府。
也就是说在2018年3月国地税合并之后，地方政府的所有收入其实都是由中央政府代收，然后再转给地方政府，地方政府的收入权其实被彻底剥夺了。
各位看到这里你们应该可以明白过来了，2018年红色政权实施修宪，取消连任限制，建立领导终身制，这种改变并不是一个单一的动作，恰恰相反，它是一个非常系统全面的改变，有两个非常重大的配套措施。在军事领域实施了武警改制，在财税领域实施了国地税合并，这一系列的改制没有引发任何变乱，红色政权波澜不惊的就实现了权力的高度集中。
2018年之后，地方政府彻底丧失了军事能力，也彻底丧失了财政能力，事实上已经不可能再出现权势人物去挑战中央的权威。
这么说吧，未来即便是红色中国的经济彻底坍塌，财政和货币体系坍塌，这套体系也可以长时间的维持，继续奴役全国人民，养活整个官僚系统并不需要多少资源，每个月给他们每人多发100斤粗粮，建立差别待遇，就足以保证整个底层公务人员的忠诚，这也消耗不了多少粮食。
在2018年被彻底剥夺了军权和财权之后，地方官员根本就不可能培育出什么独立势力，他们也只能依附中央生存，成为整套体系的附庸。指望这套体系之中有顶层权贵良心发现，奋起反击推翻体制，这就是痴人说梦。
我再明确一点吧，未来的中国唯一的变数就是濒临饿死的底层猪狗，拿起角磨机去荒郊野外锯断高压线塔，毁灭城市的秩序，带来剧烈的社会动荡和惨烈的底层残杀，并持续整整两代人的时间。在这样长时间的相互残杀之中，才有可能磨灭红色政权的社会抑制能力，训练出最为凶残的蛊王，从而真正结束红色政权。
至于这样的蛊王最终会干什么？是彻底消灭华人，让中国变成一个纯粹的历史符号，还是放下屠刀立地成佛，转身建立一个文明国度，这个问题就不需要我来考虑了，毕竟到那个时候看过这个视频的人当然都已经死了，或者死于邻居的菜刀或者死于激烈的斗殴，这些死法其实都一样，没什么区别。
