Coenradie wil honderden miljoenen euro's extra voor gevangenissen
Staatssecretaris Coenradie van Justitie en Veiligheid wil dit jaar honderden miljoenen euro's extra om de problemen in de gevangenissen op te lossen. Ze wil dat die "fikse claim" wordt meegenomen in de onderhandelingen rond de voorjaarsnota, zegt ze in gesprek met de NOS.
Het geld is volgens de staatssecretaris nodig omdat de problemen in de gevangenissector "nijpend en ontzettend lastig" zijn. Er is te weinig gevangenispersoneel om toe te zien op alle gedetineerden. De werving van nieuw personeel gaat inmiddels wel beter, stelt Coenradie, maar de uitstroom van medewerkers is nog steeds hoog.
In de afgelopen tien jaar sloten 26 Nederlandse gevangenissen hun deuren, maar de overgebleven complexen zitten op dit moment bomvol. "Nu is het tijd dat we weer gevangenissen gaan openen", aldus Coenradie.
Druk vanuit eigen partij
Coenradie deed haar uitspraken tijdens een bezoek aan de Penitentiaire Inrichting Nieuwegein. Hier sprak ze met de directeur en gevangenisbewaarders over de werkomstandigheden.
Het bezoek komt op een moment dat de druk op Coenradie vanuit haar eigen partij, de PVV, hoog is. De staatssecretaris werkt aan een plan om gedetineerden twee weken eerder naar huis te sturen om zo voor andere gestraften ruimte te creëren in de gevangenissen. Dat voorstel is tegen het zere been is van PVV-leider Wilders.
"No way", schreef Wilders daar eerder over op sociale media. "Hiermee gaat de PVV-fractie nooit akkoord." De voorman vindt dat Coenradie dan maar meer gevangenen op een cel moet zetten. Maar de staatssecretaris houdt vast aan haar eigen voorstel.
De staatssecretaris onderzoekt de mogelijkheden om meerdere gevangenen op één cel plaatsen, maar daaraan zit volgens haar een grens. Een cel telt doorgaans niet meer dan 10 vierkante meter; meer dan twee gevangenen kunnen er volgens haar niet in.
Risico's meerpersoonscellen
In de PI Nieuwegein herhaalde Coenradie nog eens dat meerpersoonscellen niet dé oplossing zijn. Hierbij wijst ze erop dat het voor gevangenispersoneel niet prettig is om alleen een celdeur open te doen als daar meerdere gedetineerden achter zitten. "Ga je maar verweren tegen twee gedetineerden."
Bovendien ontstaat met meerdere gevangenen op één cel het risico dat zij doorgaan met criminele zaken, stelt Coenradie. "We willen dat dat stopt."
