欧洲可能真的要变天了。
德国官宣了一个大家意料之外的，规模空前的，万分激进的财政扩张政策，今天整个欧洲股市和欧元都被提振了，一轮大涨！这次决定被德国保守派称为“不惜代价”的时刻。比起忙着做“协调员”的法国，德国更务实。
这个计划总体来说三把火——
1，5000亿欧元专项投资工具，投资基建，其中1000亿分配给联邦各州；
2，修改“债务刹车”机制，国防开支超过1%被排除在外。【意思就是国防支出允许无上限的借款，预期最早可能明年就会增加到3%】；
3，修改各州层面的“债务刹车”机制。净借款上限从GDP的0%提升到0.35%，对标联邦政府。
德国这一次，无论是从财政扩张的规模，还是速度，都让人想起了上世纪90年代东西德统一时的情景，二战后，最大一次转向，没有之一。
所以德银说坚定看好后市欧股表现。昨天所有欧洲国防和航空航天概念股都已经大涨了一波……春江水暖！
德国以迅雷不及掩耳之势，“不惜一切代价”，从欧盟的角度来说，接下来可能欧洲汽车行业二氧化碳排放标准也会调整，主要是为了给欧洲车企减重。欧盟计划投入国防的预算是，8000亿欧。可以说，欧洲已经“不惜一切代价”，决心全面重整军备。
这些新动作，被市场视作：将为欧洲经济注入新活力。
