So, you hold Lightning in escrow to a cashu mint. The mint distributes (in a loan) those cashu tokens against the locked up lightning funds. This allows fully collateralized loans without having to confirm it on chain.
Think of it this way:

I similarly noticed the bitcoin meetup draws an unexpected mix of people. Many will come with their own agenda and ideology, most will be at some midpoint in their bitcoin journey. What common motivation draws them is a desire to find a network of people engaging in commerce using bitcoin. This is to validate their intellectual conclusion about the value of bitcoin. What motivates one to accept bitcoin in commerce other than SoV and MoE? So ultimately people are seeking an echo chamber, a meat-space community to validate their convictions. In other words, they are looking for the bitcoin tribe.

I'm not sure your definition of layer 2 is what most people would say a layer 2 is. What in your mind makes it a layer 2?
It's not at all in my mind:
1. You can't transact with an ETF.
2. ETF you have to swap back to fiat before you can go elsewhere and that can take days to weeks. You can't swap it to your node or another wallet. You have to sell first.
3. You have no custody. AKA you don't actually own anything. It's paper bitcoin.
