Being able to program them to run off the road also has nothing to do with the engine. You can make a dumb electric car. Or a controlable ICE car. Electric cars have a more efficient thrust to weight ratio until you get over passenger weight. Basically everything smaller than an SUV should be electric. Everything bigger should be gas.
