🟠 1 ในนโยบายประชานิยมสุดคลาสสิกที่ถูกหยิบนำมาใช้เป็นนโยบายหลักในการหาเสียงเลือกตั้งที่ได้ผลทุกยุค ทุกสมัยเลย นั่นก็คือนโยบาย “การประกันค่าแรงขั้นต่ำ” นั่นเอง แต่จะมีสักกี่คนเคยสงสัยไหมว่า? ไม่ว่าจะเป็นพรรคการเมืองไหน? หรือใครก็ตาม ที่ได้ขึ้นมาเป็นรัฐบาล จะมีการปรับขึ้นค่าแรงเป็นเท่าไหร่ก็ตาม แต่มันกลับไม่เคยทำให้ประชาชนมีชีวิตความเป็นอยู่ที่ดีขึ้นเลยแม้แต่น้อย แถมมิหนำซ้ำในทุกๆครั้งที่มีการขึ้นค่าแรงขั้นต่ำมักจะนำมาซึ่งผลลัพธ์ที่ตรงกันข้ามกับความคาดหวังของประชาชนเสมอ ทำให้เศรษฐกิจในภาพรวมยิ่งดูซบเซาเข้าไปอีก ข้าวของที่กินใช้อยู่ทุกวันกลับยิ่งมีราคาแพงขึ้นไปอีก วันนี้เราจะมาเล่าถึงสิ่งที่เป็นผลลัพธ์จากการขึ้นค่าแรงขั้นต่ำให้ฟังกันว่าทำไมมันถึงเป็นเช่นนั้น
1. [ ค่าแรงไม่ได้ขึ้นให้เราแค่เพียงคนเดียว ]🙅
คุณเคยสังเกตไหมว่าทุกๆครั้งเมื่อรัฐบาลประกาศว่าจะมีการปรับขึ้นค่าแรงขั้นต่ำ ราคาสินค้าอุปโภค บริโภคที่เราใช้กันอยู่ในชีวิตประจำวันมักจะมีการปรับตัวขึ้นล่วงหน้าไปก่อนที่ค่าแรงของเราจะขึ้นจริงๆซะอีก นั่นก็เป็นเพราะว่าผู้ประกอบการที่เป็นนายจ้างจำเป็นที่จะต้องแบกรับภาระต้นทุนการผลิตที่สูงขึ้นในอนาคตโดยเฉพาะในอุตสาหกรรมใดก็ตามที่ยังจำเป็นต้องพึ่งพาแรงงานมนุษย์อยู่
* สมมุติว่าคุณทำงานเป็นพนักงานในโรงงานปลากระป๋องยี่ห้อหนึ่งการขึ้นค่าแรงขั้นต่ำนั่นหมายความว่าโรงงานที่คุณทำงานอยู่กำลังถูกบีบบังคับด้วยกฎหมายว่าจะต้องขึ้นค่าตอบแทนให้กับคุณและเพื่อนร่วมงานของคุณที่ทำงานอยู่ในโรงงานแห่งนี้และเพื่อที่จะรักษาสัดส่วนของกำไรเอาไว้ให้คงเดิมหรือไม่ให้ลดลงมากเกินไปจนธุรกิจไปต่อไม่ไหว ทางบริษัทจึงมีความจำเป็นต้องขึ้นราคาสินค้าเนื่องจากต้นทุนทางการผลิตที่เพิ่มสูงขึ้นแล้วถ้าสิ่งนี้เองก็ไปเกิดขึ้นกับโรงงานผลิตยาสีฟัน โรงงานผลิตน้ำปลา โรงงานผลิตสบู่ ซึ่งล้วนแล้วแต่เป็นสินค้าที่เราจำเป็นต้องใช้ในชีวิตประจำวันแทบทั้งสิ้นก็จะมีราคาสูงขึ้นด้วยเช่นกัน (ยังไม่นับรวมในส่วนของวัตถุดิบที่นำมาผลิตสินค้ามีราคาสูงขึ้น)
2. [ ธุรกิจรายย่อย (SMEs) อยู่ยากขึ้น ]🏭
ลองนึกภาพดูถึงวันที่คุณจำเป็นที่จะต้องเริ่มทำธุรกิจอะไรสักอย่างเป็นของตัวเอง การทำทุกอย่างด้วยตัวคนเดียวมันคงจะเป็นเรื่องที่ยากน่าดู ถึงแม้ว่าคุณจะเป็นคนที่ฉลาดและมีทักษะทางด้านการบริหารจัดการอันเป็นเลิศสามารถทำงานหลายๆอย่างไปพร้อมกันได้(Multitasking) แต่สักวันนึงคุณก็จะเจอเข้ากับเรื่องข้อจำกัดทางด้านเวลาอยู่ดีเพราะฉะนั้นการว่าจ้างใครสักคนให้มาทำงานบางอย่างแทนคุณก็ดูจะเป็นตัวเลือกที่น่าสนใจใช่ไหมล่ะ? เพื่อที่คุณจะได้เอาเวลาตรงนี้ไปทำอย่างอื่นเช่น คิดวางแผนในการขยายธุรกิจหรือคิดค้นสินค้าและบริการใหม่ๆเพื่อตอบสนองความต้องการของลูกค้าให้ดีมากยิ่งขึ้น แต่อาจจะเป็นเรื่องยากสำหรับผู้ประกอบการรายย่อยที่ไม่ได้มีเงินทุนมากมายในช่วงเริ่มต้น แล้วคุณจะจูงใจให้คนที่มีประสบการณ์และความเชี่ยวชาญสูงให้มาร่วมงานกับคุณได้อย่างไร? ในเมื่อค่าตอบแทนและสวัสดิ์การที่คุณสามารถเสนอให้กับคนเหล่านี้ได้ไม่สามารถไปสู้กับบริษัทยักษ์ใหญ่ที่มีเงินทุนมหาศาลในการจ้างพนักงาน นอกจากเงินทุนของคุณจะสู้ไม่ได้แล้วทรัพยากรณ์มนุษย์ก็ยังสู้ไม่ได้อีกแล้วแบบนี้ธุรกิจของรายย่อยจะสามารถเติบโตขึ้นไปแข่งขันกับเจ้าใหญ่ๆได้อย่างไร?
3. [ ธุรกิจจำเป็นต้องถยอยปิดตัวลง ]🏚️
การขึ้นค่าแรงขั้นต่ำนั้นส่งผลให้ราคาสินค้าเกือบทุกชนิดมีการปรับตัวสูงขึ้นในขณะที่ค่าแรงที่ได้เพิ่มขึ้นมานั้นกลับไล่ตามไม่ทันราคาสินค้า ส่งผลให้ประชาชนส่วนมากเลือกที่จะชะลอการจับจ่ายบางอย่างออกไปก่อน ส่งผลให้ธุรกิจที่ไม่ได้มีสายป่านยาวพอที่จะทนกับวิกฤตินี้ได้เป็นเวลานานประกอบกับสินค้าที่ถูกผลิตออกมาแล้วมีความต้องการที่ลดลงจึงทำให้ธุรกิจเหล่านี้ก็จะค่อยๆขาดทุนและล้มหายตายจากไปในที่สุด เมื่อไม่มีธุรกิจใหม่ๆเกิดขึ้นแถมธุรกิจเดิมก็ยังมาปิดตัวลงอีกตำแหน่งการจ้างงานที่เคยมีก็ค่อยๆถยอยหายไป ทำให้มีผู้คนจำนวนมากต้องกลายสถานะมาเป็น “คนว่างงาน” ยิ่งทำให้กำลังในการจับจ่ายใช้สอยของภาคประชาชนยิ่งทรุดหนักลงไปอีกดังที่เราจะเห็นได้จากข่าวการปลดคนงานออกจากบริษัทต่างๆรวมถึงโรงงานในนิคมอุตสาหกรรมที่ค่อยๆถยอยปิดตัวลงไม่เว้นในแต่ละวัน
4. [ การผูกขาดในตลาดแรงงาน ]🤷
เมื่อธุรกิจของผู้ประกอบการรายย่อยค่อยๆล้มหายตายจากไปจากระบบเศรษฐกิจ คนตัวเล็กไม่สามารถมีธุรกิจเป็นของตัวเองได้เหลือรอดแต่เพียงยักษ์ใหญ่ในวงการบวกกับจำนวนคนว่างงานที่เพิ่มสูงขึ้นเรื่อยๆทำให้อำนาจทางการต่อรองค่าตอบแทนของแรงงานจึงตกไปอยู่ทางฝั่งของเจ้าของธุรกิจ ผู้ประกอบรายใหญ่มีตัวเลือกมากมายในการรับคนเข้าทำงานจึงสามารถกำหนดอัตราค่าแรงเองได้โดยไม่จำเป็นต้องคำนึงถึงความเหมาะสมเนื่องจากถ้าหากคุณไม่ทำก็ยังมีคนอื่นที่พร้อมจะทำงานนี้ด้วยอัตราค่าจ้างเท่านี้อยู่เต็มไปหมด
