#### 关税，无法转嫁给消费者

特朗普上台，再次打起关税战。一些美国经济学家和智库、媒体反对加征关税，他们给出了预测，认为如果按照特朗普的关税政策，将导致2025年美国GDP损失1.5个百分点，而如果政策持续，将有叠加效应，导致2026年GDP损失2.1个百分点。
同时，他们认为这些关税会转嫁给美国消费者，令他们更难支付账单，因为关税阻碍物美价廉的商品进入美国，必将加剧美国的通胀（物价普遍上涨）。
反对关税，是正确的。说关税会影响经济进步，会造成国内物价通胀，也是正确的。但是这些经济学家和媒体智库的论据和方法却是错误的。
首先经济学的预测只能是定性的而不是定量的，因为在经济领域，并没有物理学实验那样固定不变的数量关系，经济运行存在各种变动因素，总是复杂原因的结果，因此任何言之凿凿的定量预测，都是不靠谱的。
我们可以预测说，其他条件不变，增加货币供应量，会造成物价普遍上涨，这是“货币数量论”揭示的道理。但是我们能直接预测说，货币供应量增加2倍，所有商品的价格就都提高2倍吗？或者某种商品价格上涨2.3倍吗？不能。因为还有资本增加、生产力提升、消费者需求表变化等诸多因素在影响物价，而且由于货币“坎蒂隆效应”的存在，物价并不会同时同比例上涨。
我们甚至可以想象，并且已经被美国历史“实证”，一边加征关税，可能经济还在增长。但是这能证明关税对经济增长有促进作用吗？不能。因为你不能把同时发生当成因果关系。美国当初在征收关税的同时，经济却还在不断增长，原因是当初的世界贸易本来占比就小，而且关键点是，美国国内采取了相对自由放任的经济政策。换句话说，如果没有关税，美国经济只会增长更快。
指出这个问题非常重要。因为经济事件多因一果，必须正确揭示因果关系，然后加入各种“变量”判断其影响的程度。否则预测的数据不准确倒在其次，重要的是，导致人们会错误归因，并拥护和主张错误的政策。
另外，光是嘴里喊市场经济好、自由贸易好，是不行的，必须以无可辩辩驳的逻辑证明它，否则他们就会拿出一组数据证明你错，或者直接进行道德攻击：你们是资本家代言人，你们是市场原教旨主义者云云。
重点说第二个问题，说关税会转嫁给美国消费者，这更是绝对错误的。它更加恶劣的影响是，让人们认为，不管加征多少关税，对企业都没有影响，反正它都不承担。
我们已经多次写文章强调：流转税无法向购买方转嫁，它就是生产者承担的，它只会不断转嫁给上游，也就是，一直转嫁到原始生产要素，即土地和自然资源的所有者，以及劳动者，导致其价格（工资率）下降。
因为价格机制不是这样运转的。企业的生产过程，是由生产要素（土地、劳动和资本品）结合起来，经过时间，不断转化为最终消费品；但是价格的传导机制，与生产过程是反过来的，即，是最终消费品的价格，决定了生产它的要素的价格，而消费品的价格，取决于消费者对其边际效用的评值。
简单说，就是（消费品的）价格决定（生产它的要素）的成本，而不是成本决定价格。
试想，如果是成本决定价格，那么企业不论成本多高，加上一个利润率就销售了，哪里还有亏损这回事呢？关税对企业来说就是一项成本，如果成本决定价格，那么企业为什么要等到加关税的时候才提价，它何不直接给自己的商品提价25%呢？
因为消费者的需求表上，这件商品的评值就是100美元以下，超过了他就不买。你加价，货就烂在自己手里了。
是企业家预测，消费者愿意在未来，为他生产的这件商品支付100美元，于是他才在市场上竞标生产要素，尽可能地把成本压低到100美元以下（还要考虑时间偏好的利息）。当他预测正确，他就盈利；否则就会亏损，因为不论将来消费者愿意给他支付多少钱，他对土地所有者、劳动者和资本品持有者的支付已经完成了。
那么，如果这个时候，川普加征25%的关税，消费者需求表不变，这25%，就是企业的净损失。如果他还能继续盈利，那就损失了25%的利润；如果他是一个边际生产者，那他就亏损了；如果税收加重，企业为了维持供给，就只能向上游生产要素压低价格，这就是税收最终会导致土地、劳动力价格下降的过程。
经济学上有许多著名的例子，来说明价格决定成本这一原理。
1、为什么有人愿意付出巨大成本，潜水100英尺去寻找珍珠呢？是因为预期珍珠的价格足以覆盖付出的成本，假如珍珠的价格很低，就没有人愿意付出这样的成本。
如果成本能够决定价格的话，潜水100英尺捞起来的石头，是不是也值和珍珠一样的价格呢，它毕竟付出了和珍珠一样的成本啊。
2、法国勃艮第的葡萄园，土地价格很高，所以勃艮第的葡萄酒价格高。错了。是因为勃艮第产的葡萄酒，消费者愿意付出更高的价格，所以生产者才愿意出高价购买这里的葡萄园。
3、科威特原油生产成本是9美元一桶，俄罗斯是17美元，美国是40美元。这个时候消费者愿意出的价格是35美元一桶，会发生什么？科威特和俄罗斯会继续生产，而美国会退出供给者行列。
价格决定成本的原理，与川普加征关税不会转嫁给消费者，有什么关系呢？
关税就给生产企业直接增加了成本，这些新增加的成本并不会直接改变市场价格，因为消费者的需求表、对商品的评值并未改变。
想想看，你作为一个消费者，在购买商品的时候，看的是什么？是这件商品对你的边际效用——它值多少钱。你会在乎生产者的成本吗？不会的。你绝对不会因为甲饺子馆最近被税务局罚了一笔钱，而乙没有被罚，所以就给甲多支付一分钱的。所以这笔成本，就是甲在承担，它不会转嫁给你。
那为什么人们会认为关税的成本转嫁给消费者了呢？
两个原因。
一是，前已述及，那些边际生产者由于被课征重税，没法生产了，多生产就多亏损，于是退出了供给。但是同样请注意，消费者对这件消费品的重要性评价并没有改变，于是供求定律发生作用，供给下降，物价上涨了。
二是，混淆了“转嫁”——即承担这些成本，与“影响”。经济是一个整体，任何供求关系的变化，都会对价格带来变化，影响消费者的满足。一场冰雹，让农民的粮食大幅减产，由于大家对粮食的需求不变，所以粮食价格上涨了，对消费者带来了影响，但是你不能说，消费者承担了农民的损失。
这很重要。如果认识不到这一点，就会认为关税的增加只给消费者带来了伤害，但实际上，生产者才是关税的直接承担者，而所有参与交换贸易的人，都因为这种人为制造的稀缺而遭受损失并变穷。
关税转嫁理论，是非常荒谬的。
假如在河南和陕西之间设立一个海关，陕西对来自河南的土豆征收25%的关税，陕西消费者对土豆的重要性评价并未改变，还是只愿意一斤一块钱，那么当然是河南的农民遭受了损失，而不是转嫁给了陕西消费者。因为河南人更高的成本，绝不意味着陕西人愿意为他们支付更高的价格。
一艘装满货物的巨轮从上海抵达旧金山港口，遇到了一帮劫匪，他们要把这艘船上的货物抢走25%。美国消费者并不会因为商家被抢走了25%，而支付125%的价格来承担商家的损失，所以哪里来的转嫁呢？

#### 大S之死：分级诊疗，全球灾难

大S之死，除了其粉丝外，引发更多的讨论是一个地区的医疗制度问题。
固然，大S之死，与自己及家人轻忽有极大的关系，但日本的分级诊疗制度，也成为了人们热议的重点。
分级诊疗，是这个世界上几乎最为常见的医疗制度，他广泛实施于欧美发达国家，甚至一度被我国的医疗管理研究人员认为是发达国家的标志。
在长达数十年间，一大群中国社会制度研究学者，有一种迷思，他们基本上认定，但凡是发达国家实施过的制度，就一定是某一种好的制度。
今天中国的各种社会管理制度，基本上都是从欧美国家抄来的，在医疗领域，什么DRG,集采、分级诊疗，医药分离、医生规培、医保制度，全部来源于发达国家。
但是，对于上述医疗制度的成因，却很少有专家去仔细分析，他们认为发达国家实施过的，就一定是好制度，否则他们为什么发达呢？中国养了一大群这样的体制内的专家，他们写过很多的文章、论文，都是在讨论欧美国家的这些制度细节，但从来没有真正地思考过，这些制度形成的原因。
简单来说，包括分级诊疗在内的这些医疗管制制度，都是医保这种医疗计划经济的产物，说白一点，就是在医疗公有化的情况下，发明出的各种各样的制度，试图缓解公地悲剧的后果。
日本1961年实行全民医保，一开始是免费，后来日本财政兜不住这么沉重的负担，改由患者自费承担10-30%，到了1991年，日本政府还会考核医生的控费水平，降低药品价格等等，来降低这块的赤字。
在日本执行一些DRG\集采等医疗制度后，日本医院收入下滑，医护压力增大，许多医生辞职，成立了遍布日本街头巷尾的诊所。
这时，为了进一步控制医保的支出，于是日本出现了分级诊疗制度。
日本人看病基本上要走以下流程。
一次医疗圈：诊所
二次医疗圈：能住院的普通医院。
三次医疗圈：提供高精尖服务，除转诊外基本没有门诊业务
类似的制度，你可以在欧美各国见到，也可以在中国香港见到。但凡是实施过这类制度的，必然是医疗全盘公有制的配套模式。
我只要问你一个问题，你就明白了。
吃饭是比治疗更为重要的东西，为什么吃饭不需要分级呢？先上大排档，大排档老板认为你需要吃个大餐，然后给上一级餐饮写推荐信，于是你可以进个馆子吃几个大菜，如果你还不满足，向馆子的老板打个申请，要求去吃海鲜酒楼，一万消费打底，老板认为你应该吃，于是你才可以吃到海鲜。
这不是很荒唐吗？
医疗也是一样的情况，如果是市场化的医疗，那么有富人医院，有平价医院，甚至有中产医院，和餐饮一样，根据自己的消费水平去就行了。
可惜，各国民众都有一个巨大的迷思，他们认为就是医疗就是不一样，医疗就是足够特殊 ，理由是，生命面前，应该人人平等。
富人吃一万一顿的海鲜大餐，我可以接受，但病了，我和富人们享受的医疗消费不一样，这我受不了，必须得拉平，于是医疗消费均等化就此拉开了序幕。
那要怎么实现医疗消费均等化呢？简单来说，就是全民都交一样多的钱，然后把钱集中起来，然后按需分配，只要你有需要，不管你是穷是富，人人享用一样的医疗服务。
这就是全球普遍采取的不管是全免费医疗，还是公办医保模式的核心理念，那就是追求人人在医疗前面保持平等。
由于医疗由政府先集资后出资，那么政府这个资金管理方，就需要达成一个目标，那就是收支要平衡。
我一共就收了一百个亿，但是人们想消费价值二百亿的医疗服务，那要怎么办？财政补贴三十亿，同时，想办法控制人们的消费，减少另七十亿的消费量。
只有这么做，我才能维系这套系统，让他能玩得下去。
分级诊疗，就是这种控制人们进行医疗消费的手段。
先由一个普通诊所或家庭医生对病人的需求进行判断，你有没有必要抽血，有没有必要做CT，一切得由这个第一级的诊疗医生进行判断。
这时，这位医生并不是一名真正的医生，他实际上是国家医保体系当中的排头哨兵，他发挥着控制民众进行医疗消费的最重要的功能。
如果这个哨兵不发挥作用，那所有生病的人，都会倾向于更多的使用公办医疗的更多资源。
这就是典型的公地悲剧。
一块草地，用于牧羊，由于他是公有的，所有牧民都不会考虑他的长远价值，都会先赶上自己的羊饱餐一顿再说，最终导致这块草地的价值消失殆尽，甚至变成沙漠。
人民公社，吃所有人的粮食，那不管来年的生产，甚至下半年的消费，先吃顿好的再说，因为公家的，你不吃，别人也会吃，这时，你少吃反而一定是吃亏的那一个。
你想，没有哨兵怎么可以？日本老龄化人口占比还这么高，这么长寿，老人有个头疼脑热都要求住院，那哪来的病床？
在公有资源面前，必须设立哨兵制，这就是分级诊疗体系的真正功能。
那么，如何管理这个哨兵呢？
在英国，家庭医生的收入来源于人头费，比如让你管二千人的就医审核，那么就按这个人头数发给你钱。
同时，如果你随便把没有达到所谓标准的病人送到了上级医院，那么，扣除绩效甚至把你开除出体系，都是正常的。
这时，这个家庭医生，就成为了医保资金的看门人。
光是预约这个医生，有时就需要排队。预约到了，是否安排做血检，做CT，那得他说了算，安排上了，上级医院也要你等。
只要排队足够长，就一定有人排死，这样医保资金就可以节约下来了。
一位驻日记者说：
后来我才知道，日本实行分级转诊制度，由基层医疗机构首诊，“转诊”制度非常严格，大医院并非患者想去就去。日常看病，主要是去小型诊所和私立医院。而这些基层医疗机构往往以门诊为主，不设病床，在面对新冠和流感等患者时，统一由“发热外来”门诊接诊，而治疗方法也基本上按照感冒处理。
此外，在日本，病人被救护车接走后，并不代表一定会有医院接收病人。住院治疗需要医院认定确有必要才会收治，而流感被视为“可自行恢复”的疾病，患者往往被安排在家吃药自愈。除非病情极端恶化，陷入昏迷，医院才会接收患者。
在日本住院难问题，主要原因是医疗从业人员不足。
从每一百张病床配备的医生数量来看，英国有108.1名医生，美国有93.5名医生，德国有51.9名医生，而日本仅有18.5名医生。
没办法，不控制住院率，就难以降低医保支出。
因此，分级诊疗只是一种现象，是一种公办医疗公地悲剧的具体表现形式，他不是什么先进的医疗管理制度。
当然，世界上没有新鲜事，中国的未来也一定是分级诊疗。
因为中国一样有以医保为核心的公办医疗体系，并且医保的控制必然会走到这一步。
但请你记住，分级的那些个基层医生，并不是一名医生，而是一名计划经济下的医疗官员，他在负责判断应该给你什么样的医疗服务。
如果是明显的急病，那大概率还是能得到转诊的机会的，如果是这种大部分风险并不大、少数人却致命的流感，那你想迅速得到好的医疗资源，是几乎不可能的。
在英国、加拿大分级诊疗制度下，大多数排队排死的，肯定不是那种有明显生命危险的，而是那些有可能没什么事，但却暗藏巨大风险的疾病患者。
世界都一样，你也别指望某个地区的人们观念就更先进一些，各路人马要么主张免费医疗，要么主张医院公立，反正都反对医院以赚钱为目标，反对医疗应该自由市场。
那么，分级诊疗一定会来到你身边。

That's an interesting idea—adding specific notes for blocked users could improve transparency. Right now, our API doesn’t include a way to retrieve notes from blocked users, but it's something that could be considered in the future. That said, we’re very selective about blocking, and it’s mostly limited to spambots and impersonators of big accounts.
Our API isn’t currently part of the Nostr protocol, and I’m not sure integrating it into clients would be the best approach since we already have NIP-56 for client-side filtering if needed. That gives users more control over what they want to see without relying on a centralized blocking system.

What I’m trying to figure out is say you have 1btc, how many years out would one expect to retire at the current appreciation. Nodal Farming
Trees in a forest are nodes. The older the tree, the more likely it has many connections to mycorrhizal networks. If seedlings can "plug into" a pre-existing fungal network they have a more robust growth pattern.
If the "old" nodes in a forest are destroyed by, say, logging then the entire fungal network is diminished and seedlings are less likely to find a fungal partner to plug in to and therefore have a less robust growth pattern.
It's actually in a logging company's best interest to leave the old growth trees as nurse-maids, plant seedlings among them, and then harvest those young trees an a few years time. They will grow faster and have better structure than seedlings planted on a clear cut site with no fungal network to plug in to.
