I'm not quite sure. I've seen a few different speculations.
I've seen some people say it's geolocation data collected during registration. I've seen some people say it's based on phone number so if you have a US phone number you're just automatically banned. I've never signed up for the app so I don't know what it collects on registration.
Supposedly VPNs are not getting around the ban. So it has to be something along the lines of geolocation data. It would be interesting to try and make an account with text verified using a non-US number in your VPN in a different country to see if you can get around it.
IMEI As far as I'm aware is a hardware number similar to a MAC address. So I don't think that has location data in it unless the numbers are given out by location.

I made a lot of very Important cardholders and when I'm nearing the end I'm seeing how grave of a mistake I made.
Usually I use less stiff leathers. But I used a new one for these and it is pretty stiff. Before starting production, I'm not dumb, I did some testing. I saw I had to do them larger than usual to compensate for stiffness because it was bendingthe cards. So I did them slightly larger. "Slightly* because I was worrying about making them too large. But that was an horrible mistake.
I'm nearing the end and I can't see anything but the cards bending when they are in. I will be attempting to loosen the leather with fake cards before sending them but I don't know if that will be enough.
It's eating me inside. It should be better. It should be better but it is like this, I can't go back and I must accept the results.

Muun does not support lnurls or lightning addresses.
Tldr; Lightning addresses are cool, but they aren't sovereign, so you can't use a sovereign wallet like Muun to integrate with nostr.
These are actually not lightning native features, they're like layer 3 tech but it isn't a real layer. They require web servers and if someone else is running that web server, that someone else could rug you -- they can't take the money in your wallet, but they can redirect payments meant for you using the lnurls and lightning addresses away from your wallet and to their own.
Muun is a self custody wallet, you own the money in the wallet and invoices that you use to receive payments send money directly to your wallet. They aren't middlemen in the active sense or in any sense where your money could be taken. This is the same with my favourite wallet Phoenix Wallet.
Custodial wallets like Wallet of Satoshi, Minibits and others support this, but the only way to retain self sovereignty and use lnurl and lightning addresses is by running your own bitcoin and lightning node and then adding the appropriate software to support it.
I, and I'm sure many others, use custodial wallets for zapping and receiving zaps, but only keep small amounts on it while we keep the most of our bitcoin on sovereign wallets like Muun or Phoenix.

While the regulations indeed suck, the other countries have very similar and often worse. I think the main blocker is the mindset of the people and proliferation of very large scale solutions (like Square POSes).
The way how a lot of these communities achieved spread is by default having a solution that turns the bitcoin into fiat for the merchant. In some cases it's just a guy that in the end of the day gives you cash for the bitcoins.
This simplifies a lot of the onboarding problems. The merchant can accept bitcoin, but they get fiat and can optionally (or later) select to get bitcoin. For example in Europe Confirmo is a big provider of this solution that then all the different POSes and e-shops use. In Costa Rica, the Bitcoin Jungle team has one solution to holds the value in fiat (stablesats from Blink) and then also has a direct integration with Sinpe (like Venmo) via Bull Bitcoin.
