BOI reporting deadline extension passes US House
House Bill HR 736 titled, Protect Small Businesses From Excessive Paperwork Act of 2025, passes in the House 408-0. This bill provides an extension for an estimated 32 million small businesses. The new deadline of January 1, 2026 for beneficial ownership reporting . A companion bill has also introduced in the Senate.

当人们误以为正在发生冲突的是文化，观念体系之间的冲突就会看似无解。
因为文化，是社区的源代码，是族群的身份证，是每一代人为自己选择的生活方式进行的辩护。
但正在发生冲突的不是文化，是文明。
争辩更多地发生在试图为自己辩护的上一代人和同样试图为自己辩护的下一代人之间，而不是在族群之间 。
争辩的焦点是在“我们要不要改变自己的文化观念体系”上，而不是“我们要不要去灭绝别人的文化观念体系”上。
这些争辩的导火索，从来都是文明，是文明的不同模式给两代人带来的生活方式的截然有异。
当你以为这些冲突是文化冲突，当你以为要改变文化观念就等于必须让一些族群放弃自己的“身份证”，放弃自身的独特性，放弃存续于天地之间的权利，你就会让争辩走进死胡同。
但其实不是这样的。
当你意识到这争辩不仅发生在族群之间、社区边缘，更发生在同一族群的两代人之间，同一个社区的两代人甚至三代人之间，发生在内部而不是外部，你就会恍然悟到这争辩的要点，其实并不是为多元文化理念辩护的人声称的那样，是要不要尊重不同族群的存在权利，要不要尊重每个族群保留其独特性的权利。
这争辩的要点其实是每个具备自身独特性的族群要不要拥抱现代文明，要不要发展出一套由他们自己的孩子们创建出的，适应现代企业、现代国家环境的生活方式。
是具有古老起源的族群，有没有权利现代化，这些族群的后裔有没有权利改变他们自己。
是孩子们有没有权利拒绝父母的控制，成为他们自己想成为的人。
是文化到底该一成不变，还是该在信息爆炸的时代吸收各种新观念，生成各种新内容。
这不是文化的冲突。
是文化要不要文明化、现代化的抉择。
因为若我们肯睁眼看看事实，我们就得承认每种文化都是“活体”，每个族群用于构建社区的源代码都会在社区本身的存续发展过程里被不断修整。
我们该以保护的名义阻止这些修整吗？
当反感父母那代人坚持的观念体系的年轻人，试图让自己的想法成为本族群观念体系的主导要素时，我们该劝他们服从父母，以保育本族群的古老文化传统吗？
不。
在我看来，每一代人都是文化的建构者，都拥有打造自己观念体系，并凭自己的族群身份让个人观念体系成为族群观念体系一部分的权利。
文化的内容是庞杂的，同一种文化可以包含自相矛盾的观念。因为文化的载体是人，是组成社区的众人，是虽然观点迥异也可以在同一个社区甚至同一个家庭里共存的，活生生的人。
所谓文化，从来都不是只活在书本上的知识，是传承者必须一丝不苟遵循的礼俗。
它是活的，它会变。
在双链争持的大势中，它正从伤害链一侧走向产业链一侧。
正凭着无数文化载体的自由意志，开辟自己的道路，奔向自己的目标。
制度告诉人们该如何做事，文化告诉人们该如何做人。
制度可以是被设计的，文化却只能被归纳被总结。
当一个国家开始文明转型，它在制度层面需要从立法到行政各部门的支撑，但在文化层面，它需要的是人的改变，是人们生活方式的改变——而这样的改变通常只能由谋生方式的大规模改变达致。
工业化。
越是细究“转型”这回事，我们就越能看到，这是一个包含着政治、经济、文化各层面的复杂系统，从一种稳态向另一种稳态的切换。
文明的匮乏模式和繁荣模式，都是由自身独特的政治、经济、文化体系共同维持的稳态。
在形成新稳态的条件仍不充分时，旧稳态会呈现“超稳定”状态，也就是即使崩溃也将一次次复苏，社会经历过血与火的浩劫，却会一次次回到原本的模样。
在宏观层面，我们会因此看到国家的不变，政体的不变，文化观念的“不变”。
在微观层面我们会看到的则是生活的不变，族群生活方式的不变，家族和个人困境的不变。
是的，不变。
我们中的许多人正是因为这“不变”，才跳不出命运设下的陷阱，才只能在个人的苦难里一路挣扎，最终在泥潭里沉底。
因为陷住你的不只是那些你看得见摸得着能想象得到的因素，更是文明的超稳态。
和在这个超稳态的自我维持机制下，整个社会对你的思想、生活能力的全面阉割。
如果你不能切换阵营，如果你只能陷在继续按匮乏模式运行的国家和族群里，你对不同生活方式的渴望，你对文明的向往，你为自己做的所有辩护，就都会被淹没，成为生错了阵营者无意义的挣扎。
连你的家庭都会让你窒息。
这不是文化冲突，这是文明冲突。
双链争持，是一场发生在两种文明模式之间的争战，是人类社会从一种稳态向另一种稳态的切换。
没有人能置身事外。
当转型之潮到来，没有人，没有国家，没有族群能置身事外，独善其身。
也没有哪种文化能不受冲击，不因应环境的变化、经济的变化，作出改变。
因为不肯改变是一种选择，是选择成为旧稳态的定海神针，和新稳态的绊脚石。
