I think I remember problems like this showing up with old monitors and some TVs, where over time the pixels stop responding correctly or reliably.
As I recall though, if it's what I'm thinking, the solution to try is to flash some sold different color screens for a bit as that will sometimes jar them back to working order. Otherwise sometimes it's just "you have dead pixels now" time.
