Generally the way I have been approaching this is that a UTXO exhibits the properties of a particle in an unspent state and the properties of a wave in a spent state (when it is moving between addresses) we have to remember the time scale between events is enormous when comparing a wave function to Block Time.

Far From Benign: The US Aid Industrial Complex
"Such a viewpoint can hardly be dismissed as a fringe sentiment smacking of parochialism. (In the United States, imperialist sentiment is often synonymous with supposedly principled internationalism.) The less rosy side of the aid industry has been shored up by such trenchant critiques as Dambisa Moyo’s, whose Dead Aid (2009) sees the $1 trillion in development aid given to Africa over five decades as a “malignant” exercise that failed to reduce poverty or deliver sustainable growth. She caustically remarks that, “Between 1970 and 1998, when aid flows to Africa were at their peak, poverty in Africa rose from 11 percent to a staggering 66 percent.” Aid, far from being a potential solution, has become the problem.
The report card of USAID has not improved. One of the notable features of the aid racket is that much of the money never escapes the orbit of the organisational circuit, locked up with intermediaries and contractors. In other words, the money tends to move around and stay in Washington, never departing for more useful climes. A report by USAID from June 2023 noted that nine out of every ten dollars spent by the organisation in the 2022 fiscal year went to international contracting partners, most of whom are situated in Washington, DC. USAID funding is also very particular about its recipient groups, with 60% of all its funding going to a mere 25 groups in 2017 alone."

O problema é as pessoas e não as leis, não adianta ter essas regras se as pessoas não seguirem as regras.
Na real é tudo uma grande bola de neve, você cria regras, aí você tem que fazer coisas para as regras serem cumpridas, tipo criar uma polícia, aí para o cumprimento das regras tem que fazer mais regras e assim por diante.
Se todo mundo fosse inteligente e aceitasse o certo e tivesse bom senso não precisava de nada disso.

id worry about the cooling system first after changing the oil and the belts are in reasonable shape (check for cracks/signs of stretching), check the hoses going in and out of the radiator, the thermostat, and the water pump first. if nothing seems out of the ordinary and you're still losing coolant. find out if you're leaking coolant into the engine.
to do so check the inside of your oil cap
if theres a cream-like residue in the cap exhaust gases are making its way into your engine -- your car would also be billowing out considerable amount of white smoke. thats probably a repair that you have to leave to a shop ( and certainly more than $200)
id worry about the injectors and spark plugs after ruling out that the cooling system is working
if you're on a budget with time on your hands, im sure you can figure out all those repairs on YouTube 😏 it may seem daunting but you'd be surprised what you can accomplish with just some hand tools and patience
