Der Enthüllungsplattform zufolge haben amerikanische Diplomaten schon Mitte der 2000er vor Moskaus starker Ablehnung gegen einen NATO-Beitritt der Ukraine gewarnt. Ihnen zufolge würden damit zentrale Interessen Russlands berührt, deren Missachtung bis zu einem Krieg in Europa führen könne.

Die Regierungsvertreter der USA und Europas waren sich schon lange des hohen Konfliktrisikos bewusst, das durch Kiews Streben in die NATO ausgelöst wird. Dies gab die Enthüllungsplattform Wikileaks am Montag bekannt. Unter Verweis auf eine umfassende Menge an Dokumenten, die auf dem Portal veröffentlicht wurden, darunter auch diplomatische Telegramme, führte das Portal aus, wie Washington trotz Warnungen westlicher Diplomaten nach Wegen suchte, den Widerstand gegen die Bestrebungen zu überwinden.
Moskau hatte die Diplomaten wiederholt gewarnt, dass eine Aufnahme der Ukraine in das US-geführte Bündnis einen Bürgerkrieg auslösen oder die ganze Region destabilisieren und Russland zwingen könne, eine Entscheidung zu treffen, der "es sich nicht stellen will", wie es in einem 24-minütigen Video heißt, das WikiLeaks auf X veröffentlichte.
Die Organisation zitierte auch ein Telegramm des damaligen US-Botschafters in Moskau, William Burns, vom Februar 2008. Darin warnte Burns, Russland sehe die NATO-Ausdehnung als Bedrohung seiner Sicherheit:
"Russland nimmt nicht nur eine Einkreisung und Bemühungen wahr, seinen Einfluss in der Region zu untergraben, sondern es fürchtet auch unvorhersehbare und unkontrollierte Folgen, die ernste Auswirkungen auf russische Sicherheitsinteressen haben."
Zu jener Zeit teilten, wie ein anderes Dokument nahelegt, einige NATO-Mitglieder in Europa dieses Gefühl. Ein Telegramm aus dem Jahr 2005, das ein Treffen zwischen dem damaligen Staatssekretär im US-Außenministerium für europäische und eurasische Angelegenheiten, Daniel Fried, und mehreren hochrangigen französischen Vertretern dokumentiert, hielt die Besorgnis in Paris fest, dass eine Bewegung der Ukraine in die NATO einen bewaffneten Konflikt auf dem Kontinent entfachen könne.
"Wenn es einen möglichen Kriegsgrund in Europa gibt, dann die Ukraine", heißt es in dem Dokument mit Verweis auf den außenpolitischen Berater des französischen Präsidenten, Maurice Gourdault-Montagne. Er warnte, die USA und ihre Verbündeten drängen in den Bereich von Russlands "Kerninteressen" ein, was eine starke Antwort provozieren könne.
Fried erkannte damals an, dass in der Ukraine kein allgemeiner Konsens bezüglich einer NATO-Mitgliedschaft bestand, schob aber die Bedenken in Bezug auf eine gewaltsame innere Spaltung oder eine Reaktion Moskaus beiseite.
Trotz wiederholter Warnungen drängte Washington weiter auf einen Beitritt der Ukraine, und beabsichtigte, "eine Westintegration und NATO-Erweiterung gezielt, aber im Stillen zu verfolgen", und gleichzeitig möglichen Bedenken Russlands "strikt" zu widersprechen, wie aus einem Telegramm des damaligen US-Botschafters in Moskau, John Beyrle, vom September 2009 hervorgeht.
Russland hat beständig die Bestrebungen der Ukraine, der NATO beizutreten, und die Aussicht, dass die militärische Infrastruktur des Bündnisses im Nachbarland auftauchte, als einen der Hauptgründe des Konflikts genannt. Moskau hat ihn zudem wiederholt als einen "Stellvertreterkrieg" bezeichnet, den der Westen mithilfe der Ukraine führe.
