Having said that, it's important that we not conflate violent/destructive actions with the act of protesting (setting aside the fact he pardoned those involved in illegal actions on Jan 6). But what he did say was 1) "illegal protests", not "illegal actions at a protest", and 2) he said that the colleges and universities would be held liable - places that are supposed to be havens of free speech and expression (setting aside that they sometimes don't live up to this ideal) - rather than the individuals committing the acts of violence/destruction.
This is a very disturbing statement, and all Americans should be deeply troubled by this.
