为什么姗姗来迟？周先生解释，“我平时买好彩票就会习惯性放在口袋里，想起来才会看一眼。周三大乐透又要开奖了，我就想着去买张彩票，随手就掏出了口袋里之前买的彩票想兑一兑，这一看，把自己吓一跳，老实讲做梦也不敢想自己会中1800万元，这不赶紧过来把奖先兑了！”
乍一看，挺符合常理的。不少人买彩票很“佛系”，看淡结果，在下次买彩票时才检查自己是否中奖。但是，这里却被网友发现了一个漏洞：难道周先生20多天没有换洗裤子吗？这不符合常理。
其实，网友的质疑未必就一定有道理。有人因为生活习惯问题，20多天不换裤子是有可能的。同时，文章也没有说他是否中途换过裤子，买彩时和发现中彩时未必穿的是同一条裤子。但是，中彩宣传不是小事，事涉公众信任度，应该少些“违反常理”的情节。
其一，应该多一些较真精神。不管是彩票部门的宣传者，还是相关媒体，都要及早发现这些有违情理之处，多加核实采访。
其二，还真不能单方面听中彩者的，一些中彩者宣称，是做梦梦见的号码，是生日组合的号码，是报纸上看到的一串数字等。这有没有可能呢？当然不排除。但是，如果报道者无法证实真假，又没有资料为证，那又为何发出来？
其三，近期，有人声称通过Deepseek推荐的号码中了大奖。不过这个说法马上被官方辟谣，称AI推荐的号码与机选号码无异。然而，网友通过AI推荐号码来购彩已经成为一种风气。如果通过AI购彩的人越来越多，那么中奖的概率越来越大，不排除真有人中巨奖。那到时候官方又如何来面对质疑？

【全国人大代表： #建议未成年人违法家长须赔偿被害人 】未成年人犯罪问题一直是社会关注的焦点，近年来相关话题频繁进入公众视野。全国人大代表、江苏省淮安市新安小学党委书记张大冬建议制定“未成年人惩戒法”，作为对刑法相关规定的补充，旨在专门对已涉嫌犯罪但无法追究刑事责任的未成年人进行教育改造，通过立法形式对涉嫌犯罪的未成年人实现分级处置，从而达到预防和减少未成年人犯罪的目标。
同时，他还建议通过立法强化监护人责任追究机制，明确家长必须承担赔偿孩子违法犯罪给被害人带来的各方面经济损失，并将其履行情况纳入个人征信系统。
除了张大冬，全国人大代表张伯礼院士也在今年两会期间提交了一份与校园霸凌及建立分级追责机制相关的建议，建议在坚持“教育为主、惩罚为辅”原则的基础上建立分级追责机制，将故意伤害致人重伤的刑事责任年龄从14周岁降至12周岁。
一位基层检察院检察官表示，在实际司法执法中，对涉嫌犯罪的未成年人如何处置，主要依据涉案未成年人的年龄。如果未达到刑事责任年龄，比如盗窃时未满16周岁，即使金额很大，公安机关也无法对他们采取刑事强制措施，因此抓到了也只能放掉，或者送专门学校接受矫治教育。
中国政法大学法学院副教授苑宁宁长期研究未成年人犯罪问题，他表示，通过对各地低龄未成年人违法犯罪情况调研，他们发现未成年犯罪嫌疑人呈现出以下特征：首先是失学失管问题突出，约80%—90%的低龄犯罪未成年人处于失学状态，多数在小学五、六年级至初中一、二年级便脱离学校。同时，约70%—80%来自隔代抚养家庭、留守流动儿童家庭、单亲家庭、非婚生子女家庭以及离异家庭，家庭监护与教育存在严重不足、偏差或者缺失，导致孩子处于自我野蛮生长状态。
其次，该群体普遍长时间使用手机等智能终端上网，沉迷网络游戏现象严重。不少未成年人还接触到网络中的色情、暴力视频等不健康内容，网络中的不良因素与他们的违法犯罪行为存在较强关联性。
此外，作案呈现团伙化，年龄较小的孩子通常不会单独作案，约70%的低龄未成年人犯罪案件为2—3人或更多人共同作案，且部分团伙中可能存在成年人。
苑宁宁认为，由于未成年人无法天生熟知法律，成年人有责任为其提供全面、准确的法制教育，因此还需进一步加强普法教育，向社会公众清晰传达低龄未成年人违法犯罪并非无须承担后果，且部分后果极为严厉。
