I haven’t stopped drinking entirely - but it’s only 1-2 beers or a glass or two of scotch once a month. I’ve made it reward and reserve it only for special occasions.
I’ve had many trips with LSD, Ketamine, Psilocybin and Canabis. Also ripe for abuse but I use them with intention to change my point of view.
I was an ER Trauma and Forensic Nurse for several years and alcohol is by far the worst kind of poison we can put in our bodies.

Drex e o risco das CBDCs: O caminho para o controle estatal no Brasil?

(CBDC) brasileira, tem sido amplamente promovida pelo Banco Central como um avanço na digitalização da economia. A promessa é de maior eficiência nas transações financeiras, inclusão bancária e redução de custos (Banco Central do Brasil, 2023). No entanto, por trás desse discurso otimista, escondem-se riscos profundos para a privacidade e a liberdade do cidadão brasileiro. A adoção de uma moeda digital programável, emitida e controlada diretamente pelo Estado, abre precedentes preocupantes para a vigilância e a coerção financeira da população.

A Ilusão da Modernização
O argumento oficial a favor do Drex é sedutor: mais rapidez, menos burocracia e maior acessibilidade financeira. De fato, em um país onde a informalidade ainda predomina, um sistema monetário digital pode parecer benéfico. No entanto, essa “modernização” traz consigo uma armadilha perigosa: a centralização absoluta do dinheiro na mão do Estado.

Diferentemente das criptomoedas descentralizadas, como o Bitcoin, que operam em redes distribuídas e resistem à censura, as CBDCs são completamente controladas pelos bancos centrais (Narayanan et al., 2016). Isso significa que cada transação poderá ser monitorada em tempo real, eliminando qualquer resquício de privacidade financeira. Se hoje o sistema bancário já permite rastrear movimentações sob certas condições, a CBDC tornará esse monitoramento total e automático, sem necessidade de ordens judiciais ou justificativas formais.
Privacidade em Risco e a Proteção Constitucional
O direito à privacidade é um princípio fundamental garantido pela Constituição Federal de 1988. O artigo 5º, inciso X, estabelece que “são invioláveis a intimidade, a vida privada, a honra e a imagem das pessoas, assegurado o direito à indenização pelo dano material ou moral decorrente de sua violação” (Brasil, 1988). Já o inciso XII do mesmo artigo protege o sigilo das comunicações telegráficas, de dados e das comunicações telefônicas, exceto por ordem judicial.

Além disso, o sigilo bancário, como parte do direito à privacidade, foi consolidado ao longo das décadas para proteger o cidadão de intervenções arbitrárias do Estado. A Lei Complementar nº 105/2001 regula o sigilo bancário, estabelecendo que ele só pode ser quebrado em casos específicos, mediante autorização judicial ou por solicitação de órgãos fiscalizadores dentro dos limites legais. Essa proteção surgiu como resposta a regimes autoritários do passado, que utilizavam o controle financeiro como ferramenta de perseguição política e econômica (Pereira & Souza, 2015).
Entretanto, com a implementação do Drex, a lógica do sigilo bancário pode ser completamente subvertida. Como toda transação será registrada e acessível pelo Banco Central, a privacidade financeira poderá ser reduzida a uma mera formalidade, sujeita à interpretação e ao interesse do Estado.
O Modelo Chinês e o Perigo da Vigilância Financeira
O Drex pode ser usado para criar um banco de dados completo sobre hábitos de consumo, ideologias e até preferências políticas dos cidadãos. Esse risco já foi identificado por pesquisadores que alertam para a possibilidade de governos utilizarem CBDCs como ferramentas de vigilância financeira (Brito & Castillo, 2021).
O caso chinês é um exemplo alarmante. O yuan digital, implementado pelo Banco Popular da China, foi integrado ao sistema de crédito social do país, permitindo que o governo restrinja acessos financeiros com base no comportamento dos cidadãos (Fanusie & Robinson, 2018). Pessoas que criticam o governo podem ter seu acesso a serviços financeiros limitado, impedindo desde compras básicas até o acesso a crédito e viagens internacionais.
Se um sistema semelhante for adotado no Brasil, mesmo sob a justificativa de segurança e combate a crimes financeiros, os riscos para a democracia serão imensos. Uma vez que o Estado tenha o controle total sobre as finanças dos cidadãos, ele poderá, na prática, punir dissidentes políticos, restringir transações consideradas “inadequadas” e criar mecanismos de coerção econômica.
Mecanismo de Controle Estatal e a Subversão do Direito à Privacidade
Com o Drex, o governo poderá exercer um controle financeiro sem precedentes. Caso haja interesse político, uma simples ordem administrativa poderia congelar contas de opositores, limitar saques, impedir compras de determinados bens ou até aplicar penalidades automáticas sem processo judicial. Se hoje já há preocupações com bloqueios arbitrários de contas bancárias e censura financeira, imagine quando todo o dinheiro estiver sob o total domínio do Estado (Goodell & Aste, 2021).
Além disso, o caráter programável do Drex abre espaço para políticas invasivas, como a criação de datas de expiração para o dinheiro (forçando o cidadão a gastar antes de um prazo determinado) ou a restrição do uso da moeda a setores específicos. O que impede um governo de condicionar o uso do Drex ao cumprimento de determinadas regras sociais ou políticas?
Com isso, o princípio constitucional da privacidade financeira é ameaçado, tornando o sigilo bancário uma promessa vazia diante do poder tecnológico do Estado. Se, historicamente, o sigilo bancário foi concebido como uma barreira contra abusos de poder, a implementação do Drex pode reverter esse avanço e inaugurar uma nova era de monitoramento financeiro total.
O Caminho Para a Dissidência Financeira
A adoção do Drex não deve ser encarada como um avanço inevitável. A sociedade civil precisa questionar essa medida antes que seja tarde demais. A alternativa para preservar a liberdade financeira passa pelo uso de criptomoedas descentralizadas, dinheiro em espécie e até sistemas de troca direta (peer-to-peer), garantindo que o cidadão tenha opções fora do alcance do controle estatal.
Se a implementação do Drex seguir sem resistência, o Brasil poderá estar abrindo caminho para um modelo de vigilância financeira sem precedentes. Hoje, a promessa é de inovação e eficiência. Amanhã, pode ser o começo do fim da autonomia financeira do cidadão comum. A questão que se impõe é: estamos dispostos a correr esse risco?
