Paniek bij klimaatonderzoek door Trump: 'Alles weer opbouwen duurt 10 jaar'
Grote zorgen in de klimaatwetenschap. Sinds Trump weer president is van de Verenigde Staten staat de financiering van onderzoeksprojecten ter discussie, gaan websites met wetenschappelijke data (tijdelijk) offline en mogen Amerikaanse medewerkers geen contact meer hebben met buitenlanders. Het leidt tot onzekerheid onder wetenschappers en instituten, waaronder Nederlandse.
De VS speelt een grote rol in klimaatonderzoek. Het land grenst zowel aan de Golf van Mexico als aan de Grote én de Atlantische Oceaan, voert onderzoek uit op Antarctica en doet al sinds 1958 de belangrijkste CO2-metingen in een meetstation op Hawaï.
Er is veel te doen om het Amerikaanse NOAA, de National Oceanic and Atmospheric Administration, een soort combinatie van het KNMI (atmosfeer, weersverwachtingen), het NIOZ (onderzoek naar oceanen) en Rijkswaterstaat (beheerder van de zee). Er werken zo'n 12.000 mensen.
Vorige week kregen NOAA-medewerkers een mail dat ze voorlopig geen contact meer mogen hebben met buitenlanders. Er is nog veel onduidelijk over die mededeling, maar als het contactverbod permanent wordt, zijn de gevolgen groot.
'Dramatisch voor Nederland'
Het KNMI vindt het nog te vroeg om te zeggen wat dit voor Nederlandse weersverwachtingen kan betekenen. Staatssecretaris Chris Jansen, die ook over het KNMI gaat, zegt nog geen problemen te ervaren en verwacht die ook niet vanwege de goede relatie met het NOAA. NIOZ-directeur Han Dolman spreekt zich wel uit: "Wat er nu in de VS gebeurt, is ongelooflijk dom en kortzichtig."
Het NIOZ maakt veel gebruik van NOAA-data. "Die instelling is wat betreft oceaanmonitoring wereldwijd de grootste, en historisch ook altijd geweest", zegt hij. "Er gaat internationaal veel minder geld naartoe dan naar weermonitoring. Als de Amerikanen uit deze internationale afspraken stappen, is dat dramatisch voor de hele wereld en dus ook voor Nederland."
De VS is belangrijk bij het vroeg signaleren van veranderingen in de oceaan. "De Amerikanen weten als eersten als er een El Niño komt in de Grote Oceaan", zegt Dolman, "En voor het monitoren van de Golfstroom in de Atlantische Oceaan zijn we als Noordwest-Europa erg afhankelijk van hen. Een onderzoeksschip is heel duur. Nederland heeft er één, de VS al gauw zo'n vijftien."
Verschillende wetenschappers uiten hun zorgen aan de NOS. "Ecosystemen, oceanen en golfstromen houden niet op bij de grenzen van een land", zegt Amber Boot (UU). Ruth Mottram, wetenschapper in Denemarken, benadrukt hoe belangrijk internationale uitwisseling van data en monitoring is: "Denk alleen wat je nodig hebt om vluchten de Atlantische Oceaan over te laten gaan." Elizabeth Case (Amerikaanse aan de UU) maakt zich zorgen dat er steeds meer politieke inmenging is in de wetenschap.
De Amerikaanse oceanograaf Jaime Palter vreest voor de toekomst van onderzoek: "We hebben nog geen bericht dat onze NOAA-financiering wordt ingetrokken, maar we verkeren in grote onzekerheid. Het lijkt onwaarschijnlijk dat klimaatonderzoek in de toekomst veel steun zal krijgen."
The New York Times meldde dat medewerkers subsidies aan klimaatonderzoek moeten doorlichten, waardoor de vrees bestaat dat die worden stopgezet. Dolman: "Het kan zo tien jaar duren om alles wat nu kapot wordt gemaakt weer op te bouwen."
Zoveel mogelijk archiveren
Een ander punt van zorg is het verdwijnen van klimaatdata. Zo merkt zowel Dolman als de Duitse digitale archivaris Henrik Schönemann dat niet elke NOAA-webpagina meer even goed bereikbaar is. Schönemann is sinds drie weken samen met tientallen vrijwilligers dag en nacht bezig zoveel mogelijk Amerikaanse data veilig te stellen. Op de website kunnen wetenschappers een verzoek doen welke data gearchiveerd moeten worden.
"We focussen ons op Amerikaanse klimaat- en gezondheidsdata, omdat die nu het meest gevaar lopen te verdwijnen", zegt hij. "De VS heeft minstens 5 miljoen gigabyte aan klimaatdata. Hiervoor lukte het niet qua mensen, geld en opslagruimte om zo'n mega archiefproject te beginnen, maar nu stroomt de hulp binnen."
Privatiseren
Vorige week ontstond nog paniek toen de NOAA-website met CO2-metingen op zwart ging. Onterecht, het bleek om een update te gaan. In plannen van een conservatieve denktank, waaruit Trump put, wordt als optie opknippen en privatiseren van NOAA genoemd. De beoogde nieuwe baas heeft onlangs laten weten dat dat niet gaat gebeuren, al is dat natuurlijk geen garantie.
Vooralsnog is het onduidelijk welke plannen worden doorgezet. Maar duidelijk is dat de klimaatwetenschap in ander vaarwater zit dan drie weken geleden.

Both on my laptop (Ryzen 5 PRO 6650H, Z16 ThinkPad) and my desktop (Ryzen 9 3900X), #kernel 6.13 causes the machines to freeze after a while without reporting anything meaningful in #journalctl. The laptop freezes completely, while the desktop continues to work, but can no longer start new processes. Back to 6.12, which works perfectly on both machines. #manjaro #linux #gnome
