I like the Eclipse Public License 2.0 with the secondary licence notice attached to satisfy compatibility with GNU loicences. Not so sure it would. 21 million is the strongest Bitcoin meme. Would be widely sacrosanct and pretty devastating to change that.
There is also a growing part of the community that are ossificationists. They say nothing is wrong, Bitcoin is perfect, even when defects are staring them in the face.
The more time passes the harder it will be to make any changes.
