美国总统特朗普2月21日签署政策备忘录，指示在尖端技术和重要基础设施等安全保障相关领域限制中国的对美投资。政策实施方面将利用属于跨部门组织的美国外国投资委员会（CFIUS）。一方面，对于来自同盟国的投资将设置优惠措施，力争激活美国国内产业。
特朗普签署了名为《美国优先投资政策》的备忘录。将限制对美投资的对象定为“来自中国等外国的敌对势力”，明确表示将利用包括CFIUS审查在内的所有法律手段，限制对美国的尖端技术、重要基础设施和医疗等战略部门的投资。
尤其是在以人工智能（AI）为中心的机密技术领域，计划扩大CFIUS对于设立当地法人的“绿地投资（Greenfield investments）”的审查权限，以免美国的人才和业务被接触到。今后将与美国联邦国会进行协商。
在半导体、人工智能、量子技术和生物技术等领域，还将加强美国对中国投资的监督。计划讨论将包括养老金和大学基金在内的投资者的私募股权投资和风险投资等纳入监管范围。备忘录还提到考虑暂停或终止1984年生效的与中国的税收协定。
中国商务部22日发布新闻发言人谈话，称：“中方将密切关注美方动向，并采取必要手段捍卫自身合法权益”，谈话强调：“中方敦促美方遵守国际投资贸易规则，尊重市场经济规律，停止将经贸问题政治化、武器化。”
另一方面，美国对于来自同盟国的投资将建立“快速通道”，在重要领域也以客观标准进行迅速审查。
美国政府对同盟国也提出了提高关税的方针，认为贸易逆差的扩大造成了美国国内产业衰退的结果。美国提高关税的目的是，在给海外对美国的出口增加负荷的同时，推动企业转向在美国国内生产。
美国商务部的统计显示，截至2023年底，海外对美直接投资余额比上年增加4%，达5.39万亿美元。制造业占到40%。

I genuinely don’t feel like watching anything on TV anymore. Movies, shows, YouTube, etc.
Generally the amount of stuff that interests me has dropped like a hot rock. TV or otherwise.
Today I had to make my fence at least 3ft taller to stop deer from getting to my wall of privacy shrubs. I just planted them a few years ago and have been taking gold care of them so they get tall and fat. The deer ate 3 in two nights and injured 5 more.
Solving that problem in an efficient way was deeply satisfying. Better than watching my favorite movie.
Now I am winding down for the evening and I have no idea what to do with myself after I hit “post.”

I finished watching Perfect Match (2025, China, #Netflix) last night.
It's a Chinese historical #romance dramedy series with an ensemble cast about a mother looking for matches for her daughters...
...with scheming, skullduggery, martial arts, legal drama, and more.
Plus strong, feisty, well-developed, active female leads & lovely male supporting characters.
Tonally it's roughly on par with Scooby Doo -- not stressful and the meddlesome kids eventually carry the day.

I turned the leftover flabby skin from my week’s roasted chicken into a delicious crispy, decadent snack* and now have enough fat leftover to make a nice big batch of chicken-fat potato wedges in my air fryer in the next couple days. That saves me ~70 cents on good olive oil, actually.
I took half the chicken skin to my neighbour, who gets random acts of deliciousness from me, and she gasped and blurted “shut the fuck up.” (Loved it!)
Most people just throw it in the compost. Don’t do that!
