Amsterdam start proef met elektrische voertuigen in uitstootvrije zones
Sinds begin dit jaar is het veel aannemers en klusbedrijven een doorn in het oog: uitstootvrije zones in veertien grote steden. In die zones mogen vervuilende voertuigen niet meer naar binnen, terwijl veel ondernemers rijden met zware bussen die draaien op fossiele brandstof. De gemeente Amsterdam start vandaag met een proef om ondernemers tegemoet te komen.
In de hoofdstad mogen sinds 1 januari nieuwe, vervuilende bedrijfs- en vrachtauto's het zogenoemde 'S100-gebied' niet meer in. Voor oudere bestel- en vrachtauto's geldt een overgangsregeling, waardoor deze voertuigen nog iets langer het gebied in mogen.
De Piet Heingarage, vlak bij het centraal station, valt net buiten dat S100-gebied. Bij de proef kunnen ondernemers daar hun bus parkeren en overstappen op een emissievrij voertuig, zoals een bakfiets, een elektrische scooter of een kleine elektrische wagen.
Dit is het gebied waar vervuilende bedrijfs- en vrachtwagens worden geweerd:
De proef gaat Park & Switch heten. "We hebben al van een aantal ondernemers gehoord dat ze enthousiast zijn", zegt een woordvoerder van wethouder Melanie van der Horst. De wethouder houdt zich bezig met verkeer, vervoer en luchtkwaliteit.
"Als de proef succesvol is, dan is het de bedoeling om dit breed uit te rollen met een commerciële partij." Voor de proef werd een contract afgesloten met Mobian, een bedrijf dat gespecialiseerd is in zogenoemde 'mobiliteitshubs'. Ze leveren ook de voertuigen.
Het is de bedoeling dat ondernemers gaan betalen om de uitstootvrije voertuigen te kunnen gebruiken: het gaat zo'n 35 euro per dag kosten om bijvoorbeeld de elektrische scooter mee te nemen.
Maar de gemeente wil het systeem graag stimuleren. "Ondernemers kunnen een subsidie aanvragen van 3000 euro om hun bedrijf uitstootvrij te maken", legt de woordvoerder uit.
De Park & Switch-proef is niet voor alle ondernemers een uitkomst. Raymond de Groodt is glaszetter, zijn bedrijf is gevestigd in Purmerend en hij komt regelmatig in de hoofdstad. Hij heeft geen begrip voor de nieuwe regels.
"Het is gewoon niet veilig om met een groot raam in een bakfiets rond te rijden in de Amsterdamse binnenstad." Volgens hem is de Piet Heingarage niet een handige locatie voor de hub. "Onze bus past daar überhaupt niet in."
MKB Metropool sloeg vorige maand alarm over de onwerkbare situatie in het centrum van Amsterdam voor onder anderen loodgieters, dakdekkers en timmermannen. Zij hebben er te maken met hoge parkeerkosten en verstopte wegen. Het is de vraag of de proef daar een oplossing voor kan bieden.
Isolatie van huizen
Glaszetter De Groodt zou voorlopig nog steeds het gebied in kunnen, als hij daarvoor een ontheffing per dag betaalt. Die variëren in prijs, maar kosten vaak rond de 100 euro.
Volgens De Groodt lijden vooral de klanten onder de emissievrije zones. "Een nieuw badkamerraam kost normaal zo'n 150 euro, maar met die ontheffingskosten en al het extra werk wordt dat nu ineens 300."
Over zijn eigen inkomen maakt de ondernemer zich dan weer geen zorgen. "Wij vinden ergens anders ook wel werk. Als er nu een klus in Amsterdam en een klus in Zaandam binnenkomen, dan is de keuze snel gemaakt."
