Governo Lula contrata organização internacional sem licitação para organizar COP30
O governo do presidente Luiz Inácio Lula da Silva contratou, sem licitação, uma organização internacional para organizar a Conferência das Nações Unidas sobre as Mudanças Climáticas de 2025 (COP30), em Belém (PA). O valor do contrato é de R$ 478,3 milhões.

A justificativa pela ausência de licitação foi justamente o fato da OEI ser internacional. O contrato foi assinado pelo governo em dezembro e prevê a preparação, organização e execução da COP30. Os serviços abrangem atividades administrativas, culturais, educacionais, científicas e técnicas.
A vigência se estende até 30 de junho de 2026. A conferência acontece em novembro deste ano.
Estiveram presentes na assinatura do contrato o secretário Extraordinário para a COP30 da Casa Civil, Valter Correia, e o diretor da OEI no Brasil, Rodrigo Rossi. Além da COP30: OEI tem outros contratos milionários com o governo

Desde que Barchini assumiu o cargo no MEC, e Rossi na OEI, os contratos da organização internacional com o governo Lula aumentaram, de acordo com a CNN.
Só no segundo semestre de 2024, a OEI assinou cinco contratos com o Executivo. Foram eles:
R$ 35 milhões com o MEC (30 de agosto de 2024);
R$ 15 milhões com a Secretaria de Micro e Pequena Empresa (17 de dezembro de 2024);
R$ 10 milhões com a Secretaria de Micro e Pequena Empresa (18 de outubro de 2024);
R$ 8,1 milhões com a Presidência da República (10 de dezembro de 2024);
R$ 15,7 milhões com a Secop (23 de dezembro de 2024).
Somando esses valores ao contrato da COP30, os repasses à OEI chegam a quase R$ 600 milhões em seis meses.
A entidade é figurinha repetida nos governos anteriores, mas sua participação era bem menor. Em 2020, no governo de Jair Bolsonaro, a OEI assinou um contrato de R$ 10 milhões com o MEC. Já no governo de Temer, foram R$ 22 milhões em acordo com o Ministério da Cultura.
Posicionamentos oficiais
Em nota enviada ao portal da CNN, a OEI disse que atua há 75 anos na Ibero-América e que colabora com o Brasil desde 2004 em projetos de educação, ciência, cultura e direitos humanos. Afirmou também que não fará a gestão financeira da COP30, mas apoiará o planejamento e organização do evento.

Já a Casa Civil declarou que a contratação se baseou no decreto 11.941 e que a responsabilidade financeira da COP30 cabe ao país-sede. O MEC ressaltou que o Brasil é membro fundador da OEI e que os acordos seguem os ritos legais, sendo o mais antigo vigente desde 2014.

If I understand the current state of X, based on what my friend who is a screenplay and novel writer and uses it for professional purposes (to get reach and be seen interacting with "the right people", as he admits), over there you get *actively* hidden unless you are a paid account AND have already a bunch of the "right" followers.
So factually speaking, Nostr is better for small individual accounts.

Being on BTC only in cold storage is a good plan. I currently only trade public proxies. I have a goal that I am trying to accomplish and decided if the price drops to mid 70’s I would take some risk. Right now it is only the Short term holders capitulating to the Longterm holders and 🐳.
