A Justiça do Maranhão condenou a Companhia de Saneamento Ambiental (CAEMA) a fornecer água potável de forma regular e contínua no Conjunto Dom Sebastião, localizado no Parque Timbira, em São Luís. O prazo estabelecido para a implementação das medidas é de seis meses. A ação foi movida pela Defensoria Pública do Maranhão (DPMA).

De acordo com a decisão, a CAEMA deverá construir um poço tubular profundo e interligá-lo ao sistema Sacavém ou adotar outras soluções para resolver a falta de água na região. Além disso, a companhia foi condenada a pagar R$ 15 mil em indenização por danos morais coletivos ao Fundo Estadual de Direitos Difusos.
O juiz Douglas de Melo Martins, da Vara de Interesses Difusos e Coletivos de São Luís, determinou que a CAEMA apresente um cronograma para o cumprimento da decisão em até 90 dias. O não cumprimento das ordens pode resultar em multa diária de R$ 1 mil.
Falta de água há mais de 15 anos
A ação civil pública foi proposta pela Defensoria Pública com o objetivo de regularizar o abastecimento no Conjunto Dom Sebastião, que conta com cerca de 360 casas enfrentando problemas com o fornecimento de água há mais de 15 anos. A CAEMA alegou que a situação se agravou devido à redução na contribuição do Sistema Italuís e informou que construiu um poço artesiano que não atende à demanda da comunidade.
Segundo um relatório da empresa Hidrel Engenharia, o poço profundo perfurado em uma escola possui 80 metros de profundidade e uma capacidade de vazão de apenas 3,0 m³/h. Com essa estrutura, apenas 57 casas recebem água se o bombeamento for realizado por 16 horas diárias. A líder comunitária Rosana Gonçalves Mendes relatou que o problema persiste há cerca de 20 anos, mesmo com os moradores recebendo faturas da CAEMA.
O g1 entrou em contato com a Companhia de Saneamento Ambiental (CAEMA) para pedir um posicionamento, mas não obteve retorno até a publicação desta reportagem.
Concessão exclusiva
Na sentença, o juiz destacou que a CAEMA é a única concessionária autorizada a operar na cidade e possui contrato de exclusividade para prestar serviços relacionados ao abastecimento e tratamento de água e esgoto em São Luís. Ele enfatizou que a companhia não pode alegar falta de recursos para negligenciar os direitos da população.
O juiz também mencionou princípios fundamentais previstos na Lei nº 11.445/2007, que estabelece diretrizes nacionais para o saneamento básico, e na Lei nº 7.783/89, que considera essenciais os serviços de tratamento e abastecimento de água.
"A falta recorrente de água em São Luís é um problema evidente e constante para os moradores. Na região do Conjunto Dom Sebastião, muitos são obrigados a comprar água de caminhões-pipa, enquanto outros precisam transportar água sem qualidade em baldes até suas casas", afirmou o juiz na sentença.

At the time, Bitcoin Core scaled poorly. We didn’t have things like compact blocks and were not really ready to handle actually full blocks. Further, things like Slipstream and Libre Relay didn’t exist so policy wasn’t completely useless, though obviously it still only fairly marginally increased the cost of finding a miner to mine non-standard stuff (though F2Pool was mining non-standard stuff regularly not too much later than this). Finally, there didn’t seem to be a ton of demand for these kinds of transactions, just people exploring backing up their data to the chain, so nudging them away from that was effective (compare to today where it not only wouldn’t be effective, it would harm most miners in favor of MARA) vs today where we have transactors putting crap in the UTXO set to get around the limit, which is obviously much much worse.
