Paradise would be a pretty dumb place to put a smart city, used to skate there and drove through it 2 weeks ago. It's relatively large plots of land and is already being built back. Only difference between then and now is that they are using fire resistent building materials and it looks like a barren wasteland instead of a beautiful forest with a community in it. The terrain is sot an ideal location for a smart city either, probably doesn't belong in the meme.
